Pat Logue as <br />spokesman) <br />Mrs. Pat Logue told that a group known as the Youn~ Part~zans talked <br />to neighbors and re~idents of the area re the ur~ent need for a park <br />for the area; said that facilities at Washington School and those at <br />Hawes Park are too far away and involve traffic hazards which are <br />not good for small youngsters¡t'old that group had cleaned up the <br />site and hauled away all the trash and rubbish on it; that things <br />they would want in the park would be swings, benches, slides, jungle <br />gyms, picnic tables, logs, sand, teeter-totters, and would need such <br /> <br />- - .. <br /> <br /> <br />things as cement, grass seed, peat moss, and lumber 1 noted that they <br />have 2 tether balls and would go ahead with contacting service groups, <br />local stores for donations or wholesale prices on things; that they <br />would like to do the project themselves and arrange for the lease <br />from S.F. Water Department, and maintain it after it ~as completed. <br /> <br />Chairman ~Vhitmore complimented the group on their worthwhile proposal <br />and noted that the Commission has requested an over-all master plan <br />for the H/H r/ws through the city so that it would be determined what <br />uses and facilities would be best suited f~r any specific area so as <br />to fit into the entire rights-of-way utilization, this master plan <br />would include surface rights to the entire r/ws. <br /> <br />Commission discussion included: citing of probability that surface <br />lease could best be obtained by City; that Commission had requested <br />funds to develop a demonstration project on a por..tion of the r/ws <br />-in this year's budget -but because of lack of funds, the request <br />was denied; that there is the matter of legal responsibilities, as <br />to insurance, maintenance of equipment in safe condition, and its <br />replacement, etc., on this type of development when it would give <br />the impression of being a City park area: that ~hose of ~he a~ea <br />presently involved in such a project would no ~oubt take care of it <br />but there is no way to insure continuing interest and care of the <br />project should the present people move from the area; that lack of <br />city funds, at the present time, for development and maintenance, <br /> <br />. .. <br /> <br /> <br />and personnel, is critical; that the need for a facility for the <br />area is important -as are others .throughout the City -that perhaps <br />the most logical approach would be to include them in an all-over <br />bond issue for parks and recreation1 compliments to the people <br />involved for their enthusiasm towards such a project, and for coming <br />to the meeting: and the hope that somehow something can be worked out <br />for the area. <br /> <br />Mrs. Pogue again expressed the desire of the group to do the project <br />themselves. <br /> <br />Commissioner Thompson moved that representatives of this group, and <br />other groups interested in similar projects, get together with <br />Commissioner Stuart, chairman of the Mini-Park Committee, and the pa~k <br /> <br /> <br />,s,T":.," ...-..-. ......- ....._.n... .."_._.m .--. _....n .... ..._...nn..n........-. -..-...--.-...._._...n...nn..... .. ........-.. ...-.- ....
