City of Redwood City Sewer Rate Study Exhibit A 4 . The resulting rates by customer class. . A comparison of rates in similar communities in the surrounding region. . A summary of the final recommendations. This report will be submitted to the Utilities Committee in draft form for review and comment. The City's comments will then be incorporated into the final report along with any additional analyses that are required to refine the recommendation. This final report is intended to serve as a clear and easily understood public document to be read by the general public as well as the City Council and other City officials. Therefore, we will be concise and emphasize the use of graphics, summary tables, bar charts (e.g., for rate comparisons), and rely largely on non-technical terminology. Task 4. Provide Implementation Support Implementation support will occur in two areas. The first concerns updating the City's sewer rate ordinance. Once the new rate structure, including the phasing for implementation, is resolved, the consulting team will assist Staff and the City Attorney in revising and modifying the City's sewer rate ordinance (Le., Chapter 27 - Sanitary Sewerage Facilities, especially Article IX - Fees and Charges). The second area concerns assisting the City with the subsequent use of the models to conform with the evolving circumstances at the City. We will provide site and telephonic training consultations with the City's staff to assist with implementation and initial administration of the rate models. Additional support related to meetings, such as meeting attendance and providing presentation material, is included in the previous tasks. SUMMARY OF MEETINGS The following is a summary of the various meetings included in the above Scope of Services: . City Staff - 3 separate meetings (Tasks 1 through 3) plus an allowance for additional on-site or telephonic consultations during implementation. . City Staff and Utilities Committee - 2 separate meetings. . City Council- 1 meeting. . An allowance for one additional meeting, which could be with SBSA staff or others, as needed.
