Chairman Whitmore told of discussion with City Manager that school district would agree to use of above property for stated use and had presented release of liability agreement for City approval; that City Manager would want City Attorney's opinion on the matter, and, recreation department rules for use of site. Commissioner Thompson moved to recommend to the City Manager that Chairman Whitmore's report be followed up and that if legal responsi- bilities can be worked out that the Commission would approve the requested use for the area and involvement by both the recreation' department and the park department in scheduling and limited prepara- tion of the site, seconded by Commissioner Terrill, and passed, on the following vote: 6 Yes, 1 No. Commissioner Stuart in registering the No vote, said he did so because he felt the Commission had no right to take action involving the pro- posed site: that Park Department does not have enough manpower to take on this additional work: that Zimmerman Field has been, set aside for model airplane uses: that from insurance point of view he did not feel we had authority to work on other than City property: and.that we could better encourage Zimmerman Field to be finished and used for its stated purpose.
