9� � REPO RT To the Honorable City Councit From the Mayor September 26, 2005 Subject Letter from the Mayor in Response to the San Mateo County Grand Jury June 27, 2005 Final Report, "Treatment of Property Owners in Redwood City Redevelopment Project" Recommendation Authorize the Mayor to release the City's letter of response to the San Mateo County Grand Jury June 27, 2005 Final Report, "Treatment of Property Owners in Redwood City Redevelopment Project" Background In 2003, Redwood City initiated eminent domain actions in order to acquire the land necessary for construction of an underground public parking garage. As you are aware, the public garage has been constructed and the retail-cinema project is now being built. The property owners of one parcel responded to the action and this matter was ultimately settled the following year. On or about June 27, 2005, the City Council received correspondence from the Acting Court Executive Officer for the San Mateo County Superior Court advising that the 2004- 2005 Grand Jury had filed its report, which contained findings and recommendations pertaining to the City. The City Council was further advised that it was required to respond to the that portion of the Grand Jury report regarding the fair and equitable treatment of property owners related to the acquisition of properties. Attached is a letter from Mayor Ira responding to the Grand Jury's report which, if approved by the City Council, will be forwarded to the Grand Jury's attention. Alternative The City is required to respond to the Grand Jury report by today, September 26, 2005 (the Court Executive Officer's office is permitting the letter to be delivered after Council action on this date); however, Council could choose to modify the letter.
