<br />223 <br /> <br />The phrase "...two consecutive meetings without the approval of CouĊil..." was questioned. <br />Commissioner Weintraub felt that the burden of approval or disapproval for absence should <br />rest with the Chairman of the Commission. It was pointed out by the Committee that <br />the reasoning for including approval by the City Council was that it was felt the official <br />body that appoints Commissioners should be the body which approves absences. Also, <br />this method would tend to inform the Council of the performance of the Commissioners. <br /> <br />The statement concerning twenty-five percent absenteeism for the anniversary year was <br />questioned. It was pointed out that._,the twenty~five percen~ f.~gure mean~- that a Com- <br /> <br /> <br />'- -, --:--:--...-~. , --', - -,-~-- '-- ~"'--'--,"..-- - <br /> <br />~-r-- -, --, , '--. ,-~ ,~- <br /> <br />missioner would miss three meetings without excused absence. Commissioner Guida <br />requested that the word "unexcused" be added to the statement. Commissioner Guida also <br />requested that an attendance clause be WTitten into the ordinance and any unexcused <br />absences in excess of twenty~five percent would be construed as automatic resignation. <br />Chairman Schenck suggested that a particular officer be designated as a person granting <br />approval of excused absence. He also suggested that "approval of the Commission" <br />be added rather than "approval of the Council.1t It was the consensus that the Chairman <br />of the Commission should be the person designated to be called if a Commissioner was <br />going to be absent and therefore absence approval could be granted. <br /> <br />Following this discussion the attendance requirement was then drafted to read: <br /> <br />"Commissioners are expected to diligently attend and participate in all meetings <br />of the Commission. Any Commissioner who is absent in excess of twenty-five percent <br />from regular meetings of the Commission without the approval of the Chairman dur- <br />ing the anniversary year of his membership shall, upon the occurrence of such absences, <br />be deemed to have resigned from the Commission, and the Chairman shall so notify the <br />City Council." <br /> <br />It was pointed out to the Commission that the staff would be consulting with the City <br />Attorney's office concerning all of the suggested changes in the ordinance prior to a <br />redraft of the ordinance and the input received from the City Attorney's office would <br />be discussed with the Committee prior to their final recommendations to the Commission. <br /> <br />MONTHLY REPORTS <br /> <br />.wL I~" III b..
