<br /> <br /> <br />-~ -~. ~ :-!'.- 9 7 <br /> <br />as a foundation for the study of site locationi, transportation needs, etc. <br />The percentage of seniors sixty years and older in Redwood City is approxi- <br />mately 13.2%. If this were to be extended to include age 55 and older, the <br />percentage would approximate 20%. <br /> <br />Mr. Weeks indicated the majority of programs offered to seniors in Redwood <br />City were inadequate. It is felt that this is largely the result of not <br />having a Senior Center capable of full social and leisure programs supplied <br />with good transportation, both public and private. <br /> <br />The Operational Analysis section summarizes visits to other communities to <br />study senior center operations, not only to obtain an understanding for some <br />of the problems other centers have had, but also to get an idea for what some <br />of the basic requirements might be for a senior center. The Operational <br />Analysis is based on what some of the other communities are doing, what they <br />have found to be successful, what they found to be problem areas, various <br />deficiencies they may have encountered, etc. <br /> <br />Senior Center operational programs were divided into three major categories: <br />those that were County operated, those that were municipally pperated, and <br />those that were operated by private foundation. An attempt was made to <br />find centers operated by contract. The Committee studied all the various <br />modes of operation so that they could better determine what might be the <br />suggested mode of operation for a Center in Redwood City. The Committee <br />did not find any centers operated under contract. <br /> <br />Commissioner Weintraub mentioned that the San Carlos Center is functioning <br />quite successfully now and at the time the Senior Center Report was completed, <br />evidental1y this was not the case. Commissioner Weintraub suggested that it <br />might be worth updating this information. Mr. Weeks agreed this would be <br />done. <br /> <br />County-City joint funding and operation of a Center was briefly discussed. <br />It was mentioned that the Marin County Center was county-operated. Super- <br />visor Mary Kuca1a stated that they have an $84,000 grant and that the <br />facility is trying to provide a recreation program for the entire Marin <br />County. She stated that because they are so wide spread and are attempt- <br />ing to decentralize, this creates problems. Supervisor Kucala also mentioned <br />that the Marin Center ended up renting out a good portion of their building <br />to add supplementary funds in order to operate. <br /> <br />Committeeman Tank directed the Commission I,S attention to the bottom of page <br />18 of the report which contained the recommendations of the Committee. The <br />Committee felt they would rather centralize the operation keeping it as a <br />part of the City function rather than proliferating it to other governmental <br />functions. <br /> <br />Mr. Weeks continued reviewing the Study. He indicated that after looking at <br />the background, where the seniors were located, what the various modes of <br />operation were, it then became important to look at the possibility of a <br />long-range operational program prior to drawing any conclusions on the type <br />of facili ty needed. <br /> <br />The Program Analysis section was next discussed which includes the types of <br /> <br />
