<br /> <br /> <br />-".:'... ~~- ~ - ~ - - <br /> <br />-~-- 99 <br /> <br />City sources for funding were investigated and comdented upon in the report. <br />Mr. Weeks indicated that the Capital Improvement Program and the Revenue <br />Sharing Program could be utilized for the project; however, the project would <br />have to be considered along with all others. It was pointed out that the <br />Committee considered all these sources of funding and prioritized the <br />recommendations for funding. It was pointed out that a most significant <br />part of the funding recommendations was that which requested initial plan- <br />ning funds to proceed with preliminary facility plans for selected sites. <br />The suggested amount of $10,000 to $12,000 is an estimate based upon the <br />fact that preliminary planning in most architectural work covers approxi- <br />mately 15% to 20% of the planning. The basic endeavor is to obtain concept <br />approval and the initial funding to allow for some architectural studies <br />(feasibility studies) and preliminary cost estimates. <br /> <br />Chairman Knecht stated that he felt that utilization of the Veterans Memorial <br />Building or the Community Activities Building by the seniors for their center <br />would only add to the problem instead of solving it. If either facility were <br />utilized, current public use, programs, and classes would have to be rescheduled <br />to another location, and at the present time there is not another location <br />available. It would mean another facility would have to be built to accommo- <br />date current use. Chairman Knecht felt a solution would be to build an <br />independent facility for the senior center. He also felt that all three <br />buildings should be located in Community Park. <br /> <br />It was further suggested that the architectural feasibility study should <br />include additional property adjacent to the Veterans Memorial Building and! <br />or the Community Activities Building so that a new Senior Center could <br />maximize use of existing facilities. <br /> <br />At the conclusion of the discussion, Commissioner Rollins moved, seconded <br />by Commissioner Weintraub, to recommend to the City Council: <br /> <br />1. Acceptance of the concept of the program and services as presented <br />to the Commission by the Senior Center Committee. <br /> <br />2. <br /> <br />To allocate funds (approximately $10,000 to $12,000) for preliminary <br />architectural and feasibility studies including cost estimates for: <br /> <br />a. <br /> <br />the site adjacent to and contiguous with the Veterans Memorial <br />Building; <br /> <br />b. <br /> <br />the utilization of the Community Activities Building. <br /> <br />The motion carried unanimously by voice vote. <br /> <br />It was suggested that the feasibility study of both sites consider not only <br />current properties available, but also the possibility of additional properties <br />if needed. Commissioner Schlesinger stated that the property located at Madison <br />and St. Francis Streets, adjacent to the Veterans Memorial Building, was being <br />considered for purchase for addition to the present park. This property would <br />accommodate the Senior Center facility in harmony with the Veterans Memorial <br />Building. <br /> <br />Commissioner Rollins moved to delete item ~) on page 4 of the report which <br />states, " Acquire property and construct the center in the area of Hopkins <br />between Fulton and Elwood," from the report, seconded by Commissioner Aldrich. <br /> <br />
