The restroom area in the
vicinity of the caboose was mentioned, along with the removal of the caboose from
the park area. The procedure for removing,;:.-~'municipal property was briefly discussed
and Mr. Weeks mentioned the caboose would simply be declared surplus to current needs.
It then might be disassembled or someone might buy it. It was also reported that
the caboose has been used abusively. As it was not designed as a piece of play
apparatus, it was also considered somewhat dangerous. The staff reported that the
caboose is presenting many problems related to maintenance, obscene graffiti, interior
fires, and inability to give surveillance to activities taking place inside. It has
become a "hand out" for older pre-teens. In light of the need for space for play area
expansion and restroom facilities, it is felt the caboose should be declared surplus
to current needs and removed from the park.

MOTION:

Commissioner Pound moved to accept the monthly reports as written, seconded
by Commissioner Wilson. The motion carried unanimously by voice vote.

OTHER REPORTS

Caboose

MOTION: Commissioner Schlesinger moved that in light of the need for expansion
of the play area and the phase construction of the Red Morton Community Park, as well
as the need for restroom facilities, and that the caboose is creating maintenance and
operational problems, that it be recommended to the City Council that the caboose be
declared surplus to the park needs and be disposed of, seconded by Commissioner
Weintraub. The motion carried unan~ously by voice vote.

Equestrian Trail

Mr. Weeks read a letter from the San Carlos Parks & Recreation Commission supp-
orting the Equestrians in the County of San Mateo and their need to be allowed
to use the Edgewood-Canada trail to reach the west side of the 280 highway.
At the conclusion of a brief discussion, the following motion was made.
