petition asking the City's assistance in making contact with the San Francisco
Water Department because property owners adjoining the Hetch Hetchy
right-of-way have received letters from San Francisco Water revoking all
existing landscape permits. Mr. Aguilar contacted the San Francisco Water
Department and was advised to have the people write to the Chairperson of
the Public Utilities Commission regarding this matter. Director Griffiths said
this matter was not in the purview of the Park and Recreation Commission
and suggested letting Councilwoman Howard bring this matter before the
City Council. Commissioner Davis reported that he received a call today
from a citizen who calls him regularly about the status of the proposed dog
exercise area and noted that there is still a group of people interested in
ha ving the site.

ITEM 2 - APPROVAL OF UNION CEMETERY ACTION PLAN

Management Analyst Ramon Aguilar stated he has been working for the past
12-18 months with the Historic Union Cemetery Association (HUCA) , a non-
profit group, on the maintenance of Union Cemetery. In October 1994, the
Planning Commission asked for something in writing from HUCA regarding
their plans for Union Cemetery and a task force was formed to develop a draft
Union Cemetery Action Plan. The draft was initially reviewed by the Park
and Recreation Commission, Historic Resources Advisory Committee
(HRAC) and the Planning Commission and comments / suggestions were
incorporated into the draft. A final draft has been completed and the next
step will be to hear public input on the document. Mr. Aguilar said HUCA
expects this document to be reviewed and updated annually and anticipates
the document will continue to grow in content. The final draft is due to be
reviewed by the HRAC at their February 28 meeting, by the Planning
Commission at their March meeting, and hopefully to the City Council for
final approval in late March.

Shirley Masters, Treasurer of HUCA, reported that their membership as of
December 31,1994 was 87 and is now at 90, with members throughout
California and out of state. She handed out membership brochures to each of
the Commissioners for their review. Michael Brien of HUCA felt the
deterioration of Union Cemetery prompted them to take a more pro-active
approach and felt there has been tremendous improvement in the look of the
site.

Jean Cloud, President of HUCA, said it has been a very rewarding experience
having local school children visit the cemetery and learn more about its
history. A celebration is planned at Union Cemetery for the first week in May
to be held in conjunction with National Preservation Week.

Commissioner Davis congratulated HUCA on the progress they have made
on the project and inquired about the status of the Cooley plot. Mrs. Cloud

::...

. .

.,
