J1
.-

\-4¡ Park & Recreation Commission
Minutes of May 22, 1996

Page 4

MIS Slusser ISwope: To recommend to the City Council that the wording in
City ordinance 25.1.16 be changed from "consumption" to
"possession".
Motion passed. (Y es-3, N 0- 2)

ITEM 4 - AEROBICS PROGRAM AT RED MORTON CENTER

Superintendent Centeno explained that staff had spent considerable time
analyzing the time and expense costs for the operating the current aerobics
program at Red Morton. As a result of their research, staff proposed to have
Jazzercise take over the aerobics program. This proposal was met with much
resistance from the class participants and the current aerobics instructors.
Many people contacted City staff, City Council and Commissioners regarding
this proposal. Staff then met with one of o,ur current aerobics instructors,
Lynette Marten, to see if she could develop a proposal similar to the one
Jazzercise had presented to the department. Ms. Marten made a satisfactory
proposal and staff agreed to contract with Ms. Marten to have her assume the
responsibility of running the aerobics program. As a result, in addition to
reducing staff costs and program expenses, more aerobics classes will be added
to the program. The program will be evaluated in six months to see if it is
meeting the department's and the participants' needs. Superintendent
Centeno congratulated our staff for coming up with an innovative solution
to this problem.

CO MMITTEE REPORTS

Commissioner Morton asked about the Fee Structure Sub-Committee which
researched fees to be charged at the new Red Morton Center. Commissioner
Davis reported that the sub-committee consisted of himself and
Commissioners Morton and N ordness and he gave some history behind the
sub-committee. The recommendation of the sub-committee was to follow
staff recommendation on the proposed fee structure for Red Morton Center
and to look at it again in 6 months. Although the Center opened on January
22 to the public, fees have only collected since March 1. The Commissioners
discussed the fact that since the budget for FY96-97 is ready to go to City
Council, it would be too late to change the budget projections. Commissioner
Swope felt that the Commission should wait for the ACT team to complete
their marketing project before we start looking at the Red Morton fee
structure. The Commissioners discussed the department's budget and at
what point in the process the Commission would be reviewing it. The
Commissioners indicated that in the past, Director Griffiths had provided
them with a budget update so the Commission could lobby for departmental -
funding in the budget process. Superintendent Centeno said the department
can provide the Commissioners with copies of the budget for their review.

, .

"- "
" -.. -, " "',', ',""', ,,",'- "
