<br /> <br />Park & Recreation CommiSÐion <br />Minutes of July 24, 1996 <br /> <br />~ <br /> <br />Page 2 <br /> <br />,~ <br /> <br />Phil Singer of Singer and Hodges Landscape Architects reviewed the site plan <br />of the project which features Phase I and Phase II (final build-out) of the <br />construction. Due to problems in properly developing the existing beach, the <br />area will be fenced off until the proper permits are obtained. Director <br />Griffiths indicated that obtaining the proper permits will take at least one year <br />and cost over $30,000.00. Mr. Singer said the ballfield will be sand-based and <br />will have a backstop with a Little League field. In Phase I, the ballfield will be <br />223 t x 320' and the size of the field will be adjusted in Phase II. <br /> <br />Mr. Keuscher announced the school is scheduled to open in September 1997 <br />and it is anticipated that within one year of this date, construction of Phase II <br />will begin. Director Griffiths reviewed the diagram of the play areas for both <br />Phase I and Phase II. Commissioner Davis suggested that given the proximity <br />of the Belmont Little League fields, that the ballfield backstop be eliminated <br />which will convert the ballfield into a soccer field instead. <br /> <br />Mr. Keuscher spoke about the history of the Dory Lane property and stated <br />that is was never developable into a school site because of its close proximity <br />of the San Carlos Airport. He explained that the funds from the sale of the <br />Dory property were put into an interest bearing account to help fund this <br />project. He noted the Belmont School District Board of Trustees was very <br />hesitant about placing modular classrooms on the site and had extensive <br />discussions on this subject. The School Board has also visited various school <br />sites in the Bay Area where these types of modular classrooms have been <br />installed and were very favorably impressed with them. Mr. Keuscher said <br />the modular classrooms are very well constructed and do not look like typical <br />trailers. He also noted the School District will be providing $2.975 million in <br />funding for this project and will also contribute to the community center. <br />Because of input from many community members on the Site Committee, <br />the community center size was decreased and the size of the Kids Klub space <br />was increased to accommodate 60 children in the childcare area. <br /> <br />Project Manager Miles Phippen explained that Vanir Construction <br />Management Company's emphasis is on quality, schedules and cost and they <br />are responsible for making sure the project meets all these goals. He also <br />clarified the funding provided from the Belmont School District. He stated <br />that bid packets were mailed out today to 20 companies for the construction of <br />the modular classrooms. He reviewed the many governmental and State <br />agencies who will need to review and approve this project before it is <br />completed, and the fact that the schedule is very tight and does not have <br />much room for delays. He also reviewed a timeline for the Commissioners <br />showing what has been completed so far and what needs to be completed on <br />the project. The community center construction will be completed by end of <br />December 1997 and is scheduled to open to the public in February /March <br />1998.
