..

Park & Recrootion £~mmission~
Minutes of November 20, 1996

.1
r

I

Page 4

1

a chance to review and revise them. Acting Superintendent Gibbons said
these by-laws are draft only and that staff would like to have the
Commission's input in order to give the YAC members a basic outline of the
by-laws when they begin to meet. The Commissioners agreed to make
recommend a tions and will return their comments by December 1.

ITEM 5 - UPDATE ON RED MORTON CENTER

Commissioners Morton, Swope, and Nordness volunteered to work with the
Civic Cultural Commission on the Red Morton Art Opening/Anniversary
Celebra tion event. The Commissioners discussed the decision to use
fundraising monies to purchase the art work for the Red Morton Center
rather than using construction project funds. Commissioner Swope noted
the purchase of art work was on the original Red Morton Center wish list
provided by staff. The Commissioners felt that they raised the monies in
their fundraising program, but that the Cultural Commission is taking the
lead on the art work and questioned the decision to use the fundraising
monies on the art work. Some of the Commissioners thought the purchase
of the art work was supposed to come from the Cultural Commission budget.
Most of the Commissioners felt that the fundraising monies were to be used
only for furnishings and equipment for the new facility. Additionally, they
felt that expenditures of the fund raising dollars should include the purchase
of the sound system. The Commissioners felt they should have been notified
tha t construction funds were used to purchase the sound system instead of
the fund raising monies and that this matter should have been brought back
to them for approvaL It was agreed that the disbursements of the fund raising
account should be discussed at the January meeting. The Commissioners also
discussed the revised wish list from Supervisor Jan Knight.

Commissioner Swope said she would like to invite all the people who helped
on the fundraising for Red Morton Center to the anniversary celebration.
Commissioner Slusser suggesting have a sub-committee meet and make
recommendations for the celebration. Commissioners Morton, Swope and
Nordness will meet as a sub-committee to discuss further.

ITEM 6 - PLANS FOR CITY COUN CIL PARK TOUR 1997

The Commissioners discussed dates for a 1997 City Council Park Tour and
decided on May 3 'or 17, 1997 as possible dates. Secretary Monroe will send a
letter to the City Council asking them to select the date for the park tour.
Commissioners Davis and Hughes will meet as a sub-committee to formulate
. an agenda for the park tour.
