Park & Recreation Commission î
Minutes of July '28, 1999

.

Page 2

ITEM 1- STULSAFT PARK UPDATE

.Consultant's Report
Superintendent Hover reported that today he received a draft report and
voluntary correction action agreement from the consultant which he needs to
review. He noted that a meeting was held in June with the consultant which was
very informative. He confirmed that $400,000 has been allocated for soil
remed iation at Stu Isaft.

.Stu Isaft Restrooms
Susie Peyton spoke about the draft restroom renovation proposal which was
brought to the Commission prior to the mercury issue at Stulsaft Park and asked
what the status was on the proposal. She felt that with the size and focus of the
new playground at Stulsaft, that there is a definite need for a restroom at this
site. Ms. Peyton also suggested that Stulsaft Park could be the first in a pilot
program for single stall restrooms in our parks. She also noted that Stulsaft and
Stafford Parks both will have water features included in their design and a
restroom would also be a place for children to change their clothes.

Commissioner Davis said the proposal needs to be reviewed once again and
agreed to meet with Superintendent Hover to work on this matter.
Superintendent Hover stated that our current restroom replacement program is
for existing park restrooms and two restrooms per year will be renovated in this
program. He felt that a financial analysis of this proposal needs to be done
before proceeding and noted that there is no funding in the Stulsaft project for a
restroom. Ms. Peyton said she can raise money to fund a restroom at Stulsaft
Park. Commissioner Davis and Superintendent Hover will formulate a plan to be
discussed at the August meeting.

ITEM 2 - REPORT FROM SUB-COMMITTEES

-Alcohol in Parks
Commissioner LaBerge stated that Commissioner Joseph will now be on this
sub-committee and Commissioner Slusser will be on the goals and objectives
sub-committee. Commissioner LaBerge presented the Commissioners with a list
of suggestions regarding alcohol in the parks developed by the sub-committee.
He noted that Commissioner Davis will be meeting with a representative from the
Police Department to gather information regarding alcohol in the parks from their
perspective. Commissioner LaBerge stated that the sub~committee will meet
again after Commissioner Davis's meeting. Commissioner Joseph is gathering
information from other cities regarding their regulations on alcohol in the parks.
Commissioner LaBerge stated that new park signage is needed and suggested
changing the wording on our park signs to reflect that alcohol is only allowed by
permit. The Commissioners discussed this and fett that they wanted to hold off
on the signs for right now. Superintendent Hover said that we do not take
reservations for our parks so it would be very hard to monitor a permit process
for alcohol in the parks.

-Goals and Objectives/Strategic Planning
Commissioner Swope reported this sub~committee will be meeting soon and will
have a report by the next meeting.
