'.

.

Park & Recreation Commission
Minutes of August 25, 19SL9
(

Page 2

-Goals and Objectives/Strategic Planning
Commissioner Swope stated the sub-committee has had two meetings so far
and has developed a strategic plan process. She reported that the sub-
committee is trying to revise the department's strategic plan and prepare to feed
that into the development of the City's General Plan revision scheduled for next
year. She spoke about the process to be followed to accomplish this goal and
felt that having a representative from each of our department's
boards/commissions would be an important part of the process. This committee'
would be meeting on the first and third Wednesday of each month and would
include Superintendents Hover and Centeno. Commissioner Swope said they
would also be holding public hearings and meet with neighborhood associations
to obtain additional input.

MIS SwopelTruscelli: That the Commission accept this report and move
forward to do a revision of the Parks, Recreation and Community Services
Department's strategic plan and prepare to feed that into the development
of the Redwood City General Plan revision next year and to include
representatives from our department's board and commissions into the
process.
Motion passed unanimously.

.p ark Restroom Pol icy
Commissioner Davis and Superintendent Hover developed a draft copy of the
park restroom policy report for the Commissioners' review and comment. He
noted that a restroom replacement program is currently in place which is working
adequately. This new policy was to look at other parks which currently do not
have restrooms but may need them in the future; two parks (Stulsaft and
Maddux) were identified as needing restrooms. The Commissioners discussed
the cost of restrooms; the cost of installing portable restrooms at these site;
lease costs and locations of portables; and other items. Superintendent Hover
suggested doing a test program after a park's renovations and including the
installation of a graded pad as part of a park renovation project.

ITEM 3 - PARK INSPECTION PROGRAM

The Commissioners reviewed the park inspection program and asked to have
the inspections rotate on a quarterly basis. The next rotation would then begin
the first of October. -

MIS Truscelli/LaBerge: To set up the park inspections with the following
quarterly rotation periods: January-March, April-June, July-September,
October-December.
Motion passed unanimously.

Commissioner Davis noted that the inspection form was changed to include the
number of patrons in the park and he suggested talking to some of the patrons to
get feedback from them on the particular park.
