<br />PUBLIC HEARING (continued) <br /> <br />Genevieve Corey, Ph.D.~ member of the Canada College faculty~ stated her <br />qualifications with regard to education and experience concerning cable <br />television. Dr. Corey described present successful uses of cable <br />television elsewhere and proposed that a minimum of 108 channels is <br />desirable for future use here. <br /> <br />Discussion followed and Dr. Corey, City Manager Smith and City Attorney <br />Schricker commented and replied to questions regarding franchise fees and <br />the FCC (Federal Communications Commission) regulations and limits; the <br />extent of community support for college-produced programs; whether <br />subscribers would subsidize such programs through increased hookup fees; <br />whether there is any business market here for the channels; and whether <br />installation of facilities for 108 channels instead of 54 would greatly <br />increase cost. <br /> <br />Robert Matheson~ 1034 Taft~ reported he was production manager for local <br />origination programs from 1970 to 1972 here, stating it was a very <br />expensive operation with a studio provided~ and then withdrawn, by the <br />franchisee and some funds made available by local business sponsors. Mr. <br />Matheson suggested that telephone networks are more versatile than cable <br />television for many of the uses being suggested. <br /> <br />Bruce Tipi~ General Manager of Peninsula Cable TV~ 894 Industrial Road~ <br />San Carlos~ described services the parent company TCI (Tele-Communica- <br />tions~ Inc.) expects to be able to offer soon and the more accurate <br />billing methods to be used, stating it will be costly to convert all <br />systems. Mr. Tipi said insufficient interest has been demonstrated in <br />local origination, but his company would expect to provide a studio, if <br />community interest is evident. He listed the companyls requirements if <br />Canada's requests are to be met~ including the need for a 15-year <br />franchise renewal. Mr. Tipi responded to Mrs. Fuqua1s inquiry regarding <br />installation of service and stated that it will be installed in Sunrise <br />Homes as soon as his 1983 budget is approved by TCI. <br /> <br />Joe Haber~ Manager of the California Group for TCI~ replied to questions <br />concerning potential uses of cable television~ stating that American <br />Telephone and Telegraph has been able to do some of the things suggested <br />for cable for at least ten years but has found no market for them. <br /> <br />Discussion continued and Mr. Tipi and Mr. Haber commented and replied to <br />questions regarding the cable television market in different areas; <br />competition in the field; the fact that Penninsula Cable TV does not have <br />an exclusive franchise and that no other company has applied for a <br />franchise in Redwood City; and the local programming in Pacifica and at <br />DeAnza Co 11 ege. <br /> <br />Rene White~ 3981 Lonesome Pine~ reported that the City of San Bruno <br />operates its own system at a 26% profit and that the City of Davis has <br />hired a firm to manage its own system~ and inquired as to the mechanics of <br />purchasing the capital plant of Peninsula Cable TV.
