<br />REPORTS OF CITY MANAGER (continued) <br /> <br />Item No.1 (continued) <br /> <br />approved by voters; details related to business license fees if based on <br />gross receipts instead of number of employees and its application to <br />professional offices as well as business; the notice, public hearings~ <br />etc. required for assessment districts; the composition of the projected <br />$3~353,000 shortfall; and the effect of the economic downturn on the <br />City with regard to sales tax revenues and reduced interest earnings <br />because of small reserves. <br /> <br />Discussion continued regarding the potential of the Redevelopment <br />District in three or more years; possible profitable use of City <br />property such as the old wastewater treatment plant; the need to <br />increase fees to reflect costs; the possibility of selling City <br />property; the fact that the City budget has not increased in recent <br />years; the need to plan ahead for more than just the next budget year; <br />whether a IIfreeze on hiring is desirable; pending State legislation and <br />initiative measures; the need for community understanding with regard to <br />the alternatives available to the City in providing services and sources <br />of funds; the possibility of deferring capital projects; the fact that <br />some projects are funded by means such as gas tax and not the general <br />fund; the potential savings if the Fire Department is merged with those <br />of Menlo Park and the South County; the importance of repair and <br />maintenance in avoiding future heavy costs; the need for direction to <br />staff in preparing the 1983-84 Annual Budget; the importance of <br />flexibility in reviewing the budget and sources of funding; the kinds of <br />budget cuts the Council might favor; and the desire of Council to avoid <br />employee layoffs. <br /> <br />In response to question, Management Analyst Margolis stated that of the <br />42.2 proposed position reductions~ 15.5 are presently vacant or are <br />expected to be vacant by July 1983. <br /> <br />M/S: Claire/Bury that with regard to the 15.5 positions presently <br />vacant or expected to be vacant soon that the City Manager be directed <br />to review any prospective hiring to fill the positions with the <br />Personnel Committee (Vice Mayor Britschgi and Councilmen Bury and <br />Claire) doing so. <br /> <br />The motion carried by majority voice vote which Mayor Stangel determined <br />to be 4-3.
