Discussion continued regarding the potential of the Redevelopment District in three or more years; possible profitable use of City property such as the old wastewater treatment plant; the need to increase fees to reflect costs; the possibility of selling City property; the fact that the City budget has not increased in recent years; the need to plan ahead for more than just the next budget year; whether a IIfreeze on hiring is desirable; pending State legislation and initiative measures; the need for community understanding with regard to the alternatives available to the City in providing services and sources of funds; the possibility of deferring capital projects; the fact that some projects are funded by means such as gas tax and not the general fund; the potential savings if the Fire Department is merged with those of Menlo Park and the South County; the importance of repair and maintenance in avoiding future heavy costs; the need for direction to staff in preparing the 1983-84 Annual Budget; the importance of flexibility in reviewing the budget and sources of funding; the kinds of budget cuts the Council might favor; and the desire of Council to avoid employee layoffs. In response to question, Management Analyst Margolis stated that of the 42.2 proposed position reductions~ 15.5 are presently vacant or are expected to be vacant by July 1983. M/S: Claire/Bury that with regard to the 15.5 positions presently vacant or expected to be vacant soon that the City Manager be directed to review any prospective hiring to fill the positions with the Personnel Committee (Vice Mayor Britschgi and Councilmen Bury and Claire) doing so. MINUTE ORDER NO. 82-205 M/S: Bury/Biagi to accept the Report of the City Manager of December 15, 1982 entitled 111983-84 Budget Analysis, Financing and Service Alternativesll and ask him to implement the motions made previously this evening and continue to keep Council informed. Carried unanimously by voice vote.
