<br />DES:djk Jl/30/90 <br /> <br />(#041/28) <br /> <br />WHEREAS, on September 19, 1988 this Council adopted <br /> <br />Resolution No. 10909 suspending the operation of the aforesaid <br /> <br />Section 7.02(b) for fiscal years 1987-1988 and 1988-1989; and <br /> <br /> <br />WHEREAS, pursuant to Ordinance No. 1968, adopted May 23, <br /> <br /> <br />1988, this Council determined and declared a water shortage <br /> <br /> <br />emergency within the City of Redwood City, and established <br /> <br /> <br />regulations and restrictions on the delivery and consumption of <br /> <br /> <br />water, and established penalties for violations thereof; and <br /> <br />WHEREAS, on April 28, 1988 the San Francisco Public <br /> <br /> <br />Utilities Commission declared a water shortage emergency and <br /> <br /> <br />adopted a mandatory water conservation program, including water <br /> <br /> <br />rationing and excess use charges through and including fiscal <br /> <br /> <br />year 1988-1989; and <br /> <br />WHEREAS, on May 8, 1990, the San Francisco Public utilities <br /> <br /> <br />Commission declared a water shortage emergency and adopted a <br /> <br /> <br />mandatory water conservation program, including water rationing <br /> <br />and excess use charges for fiscal years 1989-1990 and 1990-1991; <br /> <br /> <br />and <br /> <br />WHEREAS, the provisions of the Master Contract which <br />determine permanent entitlements to a portion of the Supply <br />Assurance based on water usage are not compatible with measures <br />taken by all signatories to the Master Agreement to reduce <br /> <br />consumption of water under their respective water supply <br /> <br />contracts; and <br /> <br />WHEREAS, <br />provisions of <br /> <br />it <br />the <br /> <br />is appropriate to <br />Master Agreement <br /> <br />continue to suspend <br />during the period 0 f <br /> <br />the <br />the <br /> <br />2 <br />
