Thanks to Commissioner Joseph
and Parks Manager Mike Gibbons for their work on this event.

-Strategic Planning Report
The next meeting of the group will be held on July 12; proposals have been
sent out to potential facilitators.

ITEM 5 - PARK TOUR

It was announced that several Council Council members will be traveling to
China in September and will be unable to attend the planned Park Tour on
Saturday, September 30. The date will need to be re-scheduled and the City
Clerk will be consulted for possible dates the Council would be available.

ITEM 6 - STAFFORD PARK NEIGHBORHOOD MEETING

Superintendent Hover explained that staff received a phone call from Betty
Travers of 27 Lowell Street with complaints about traffic, parking, and the
popularity of Stafford Park due to the recent park renovation. Director
Griffiths met with Mrs. Travers and spoke to her on several occasions about
her concerns and a meeting was arranged for Wednesday, June 21 where she
and other neighbors could voice their concerns. Approximately 20 people
attended the meeting which included staff and members of the public. The
meeting was facilitated by the Peninsula Conflict Resolution Center (PCRC)
and draft notes from the meeting were produced by PCRC and sent to
everyone who attended the meeting. Superintendent Hover noted the first
meeting was to identify issues of the neighbors and the draft notes were not
edited or corrected and contained statements which were not factually
correct. Another meeting will be arranged to discuss concerns and resolution
of the issues. It was reported that Betty Travers and AI Diaz spoke at the
June 26 City Council meeting under Oral Communications on the Stafford
Park.

An Interim Park Use Policy for Stafford Park was developed with Chairperson
Davis and staff and is now posted at the park. The Commissioners were
provided with a copy of the interim policy which does not allow groups of
over 25 people; functions that section off any area of the park for exclusive
use; oversized canopies and play structures including Cosmo Jumps or similar
structures. The Stafford Park neighbors were advised that this issue would
be discussed at the July meeting of the Park and Recreation Commission.
Superintendent Hover reported that the Police Department will be enforcing
the new interim policy effective today and will also be aggressively
monitoring the park and surrounding streets for parking and traffic violations.
