Park and Recreation Commission Minutes of September 25, 2002 Page 2 Elizabeth Travers of 27 Lowell Street spoke about problems concerning having her driveway blocked by park patrons. She received a copy of the Task Force's recommendations and said she was willing to accept the three additional BBQs at Stafford, for a total of four, on the condition that BBQs are installed at Mezes Park. She felt the Commission should consider charging people for exclusive park use or reservations which is done by other local cities. Chairperson Joseph advised Mrs. Travers the Commission would consider her requests. Mrs. Travers said she would be out of the country in October and would be unable to attend the October Commission meeting. Commissioner Morton felt it was a compliment that the public was using Stafford Park and would encourage enforcement of park rules. He agreed the Commission should form a sub-committee to look at the rules of all City parks and be consistent in their application. MIS Morton/Truscelli: To accept the recommendations of the Stafford Park Interim Rules Committee and to vote on final approval at the October 23 meeting. Motion passed. Commissioner Davis suggested sending a cover letter to all Stafford Park neighbors explaining that the Commission would be voting on the proposed rules and would also be hearing public input at their October 23 meeting. The letter could also be posted at Stafford Park in several locations. Staff has Stafford Park neighborhood mailing labels which are also used for the Cultural Commission concert surveys. MIS Morton/Truscelli: To have Superintendent Hover prepare a cover letter with the appropriate dates and information and a copy of the proposed rules to be distributed to the Stafford Park neighbors using the department's mailing list and to have the letter and rules posted in the park. Motion passed. ITEM 2 - REVIEW REPORT FROM STRATEGIC PLAN COMMITTEE Commissioner Swope reported the sub-committee met on September 18 and reviewed the materials. She had hoped that she would have a draft prepared on the first four sections, but staff felt that goals/strategies needed to be developed. As a result, three sub-committees were formed to develop those goals. The sub-committees are: "People" - Corinne & Susan; "Parks" - Gary, Jean Cloud and another Commissioner; "Programs" - Jeri & Chris. Commissioner Swope stated that the strategic plan will be on the agenda of the Commission's October Study Session. At the meeting, the draft will be finalized and copies sent to the other commissions for their comments. Commissioner Yapp volunteered to be part of the "Parks" sub-committee.
