She said she called Police Chief Carlos Bolanos who felt the park rules were hard to enforce and that part~time staff should be at the park from 12noon-12pm each day to help enforce the rules. Commissioner Davis felt the department does not have the funds to hire a part-time staff person to monitor the park. He noted that he will not get upset if the park is being used in a civilized manner. He also understands that it would be difficult to enforce a no alcohol policy in the park because people do bring alcohol into the parks. Commissioner Joseph asked Mrs. Travers if she had an solution to problem and Mrs. Travers felt a fence needed to be installed around the perimeter of the park so park patrons would have to go through one entrance to get into the park and would have the read the park rules sign. Mrs. Travers also wanted a volunteer person, such as a police cadet, to be able to write tickets to people violating the rules on Saturdays/Sundays/holidays. Superintendent Hover felt that a fence would not do anything to deter illegal use of BBQs or alcohol at Stafford Park. Director Centeno stated that. Community Service Officers (CSOs) are able to write tickets, but volunteers or cadets are not permitted. Mrs. Travers felt that another solution would be to charge for picnic reservations, such as $10.00 per table charged at San Carlos parks. Superintendent Hover felt that cost recovery is an issue when issuing permits. Commissioner Joseph felt the Commission should look at a reservation system and installation of the new BBQs might resolve the issue. ITEM 1 - YOUTH AND TEEN ADVISORY BOARD UPDATE Teen Advisory Board Member Eileen Parker announced her group had scheduled a teen basketball tournament in the Red Morton gym but it was cancelled due to low enrollment. They will try to schedule another tournament next year. She also announced that on every last Friday of the month, a "Band Jam" (teen band concert) will be held at the Fair Oaks Community Center. The first one is scheduled for May 30. Youth Advisory Board Member Michael Mahoney announced his group is looking at scheduling an outdoor movie night. The Commission offered to help support advertising the events scheduled by both Advisory Boards. ITEM 2 - BUDGET UPDATE Director Centeno stated she and Commissioner Yapp met to discuss the department's cost recovery and current fees. They discovered that we currently do not have a philosophy on when program recover costs or what percentage of costs should be recovered. ~
