She said she called Police Chief Carlos Bolanos who felt the <br />park rules were hard to enforce and that part~time staff should be at the park <br />from 12noon-12pm each day to help enforce the rules. <br /> <br />Commissioner Davis felt the department does not have the funds to hire a <br />part-time staff person to monitor the park. He noted that he will not get <br />upset if the park is being used in a civilized manner. He also understands <br />that it would be difficult to enforce a no alcohol policy in the park because <br />people do bring alcohol into the parks. <br /> <br />Commissioner Joseph asked Mrs. Travers if she had an solution to problem <br />and Mrs. Travers felt a fence needed to be installed around the perimeter of <br />the park so park patrons would have to go through one entrance to get into <br />the park and would have the read the park rules sign. Mrs. Travers also <br />wanted a volunteer person, such as a police cadet, to be able to write tickets <br />to people violating the rules on Saturdays/Sundays/holidays. <br /> <br />Superintendent Hover felt that a fence would not do anything to deter illegal <br />use of BBQs or alcohol at Stafford Park. Director Centeno stated that. <br />Community Service Officers (CSOs) are able to write tickets, but volunteers <br />or cadets are not permitted. Mrs. Travers felt that another solution would be <br />to charge for picnic reservations, such as $10.00 per table charged at San <br />Carlos parks. Superintendent Hover felt that cost recovery is an issue when <br />issuing permits. Commissioner Joseph felt the Commission should look at a <br />reservation system and installation of the new BBQs might resolve the issue. <br /> <br />ITEM 1 - YOUTH AND TEEN ADVISORY BOARD UPDATE <br /> <br />Teen Advisory Board Member Eileen Parker announced her group had <br />scheduled a teen basketball tournament in the Red Morton gym but it was <br />cancelled due to low enrollment. They will try to schedule another <br />tournament next year. She also announced that on every last Friday of the <br />month, a "Band Jam" (teen band concert) will be held at the Fair Oaks <br />Community Center. The first one is scheduled for May 30. <br /> <br />Youth Advisory Board Member Michael Mahoney announced his group is <br />looking at scheduling an outdoor movie night. The Commission offered to <br />help support advertising the events scheduled by both Advisory Boards. <br /> <br />ITEM 2 - BUDGET UPDATE <br /> <br />Director Centeno stated she and Commissioner Yapp met to discuss the <br />department's cost recovery and current fees. They discovered that we <br />currently do not have a philosophy on when program recover costs or what <br />percentage of costs should be recovered. <br /> <br />~ <br />
