October 22,2003 <br /> <br />Page 3 <br /> <br />was a question with respect to whether or not the Chairperson could serve on <br />such a committee under Robert's Rules. Vice Chairperson Yapp determined that <br />the Commission should proceed with the nominating committee process. ' <br /> <br />ITEM 4. - Strategic Plan Update <br /> <br />Superintendent Hover took the Commission through a one-page summary of the <br />architecture of the Department Strategic Plan being developed with the <br />assistance of our consultant, MIG. Comments from the Commission included <br />wanting to retain the, UCreating Community through People, Parks and <br />Programs", a request to look at the order of activities in the Mission Statement <br />and questions with respect to how terms like goal and strategy are used. <br />Commissioners also commented that they would like the document to be <br />reviewed at least on an annual basis. Director Centeno noted that the timing of <br />the document fits in well with the upcoming City budget cycle. The Commission <br />will review the draft document at their November meeting. <br /> <br />ITEM 5. - Staff Updates <br /> <br />Spinas Park <br />Superintendent Hover reported that the project is under construction with an <br />expected completion set for the end of November 2003. <br /> <br />Skate Park <br />Superintendent Beth reported on: the installation of an emergency phone going <br />directly to City dispatch; the upcoming repair of a crack by the contractor; <br />skateboard lessons for 8-12 year olds; the installation of 24 ft of benches; the <br />ordering of a new plaque; recent issues with graffiti; staff observations at peak <br />hours; and a recent survey of 14 cities with skate parks which are evenly split 7 <br />supervised and 7 not. <br /> <br />Fair Oaks School Field <br />Superintendent Hover provided an update on the rejection of all bids for this <br />project and a re~bid schedu Ie. <br /> <br />Redwood Shores Lagoons <br />Commissioners Joseph and Swope agreed to meet with representatives from the <br />Redwood Shores Community Association. Director Centeno reported that the <br />first meeting had to be cancelled and no new date has as yet been set. <br /> <br />Pet Parade <br />Chairperson Joseph reported that the event was scheduled for April 3, 2004. <br /> <br />Propos ¡ticn 40 <br />Superintendent Hover reported that the City should receive approximately <br />$600,000 in our per capita share of this bond funding.
