<br />¡ <br /> <br /> <br />.. <br /> <br />Park and Recreation Commission <br />Minutes of June 23, 2004 <br /> <br />Page 4 <br /> <br />when people use the lagoons; that kayak users 'climb on residents' docks to <br />get back in their boats; that lagoon use effects both ends of the lagoon I <br /> <br />Tom Fernandez of 595 Marlin Court spoke in opposition to the permit and felt <br />there were three issues regarding the permit: Safety, Liability and Security, <br />He suggested that the site at Portside Park be used to pre-position <br />emergency preparedness equipment in the event of an emergency. <br /> <br />Ross Briskin stated that homeowners living on the lagoons do not want extra <br />use of the lagoons. He announced that a survey was conducted among 62 of <br />the homeowners on the lagoons. From this survey, the results showed 57 of <br />, the 62 felt that team practice should be limited to 2 weeks prior to the <br />team's regatta and 22 felt that 2 days before was long enough. <br /> <br />Clay Lewis, former President of the Redwood Shores Owners Association <br />(RSOA), stated that the RSOA did not formally approve the request from the <br />Stanford Rowing and Kayak group in 2002. Gina Sanchez confirmed that she <br />went to a RSOA meeting in 2002 but said it was not in their jurisdiction to <br />approve the request and indicated informally that they were not in opposition <br />to the request. <br /> <br />Tom Davenport stated that he and his neighbors did not receive the survey <br />mentioned by Mr. Briskin and felt that the survey results should be <br />dismissed. <br /> <br />Elizabeth Travers felt the Redwood Shores lagoon situation paralleled the <br />situation at Stafford Park because the residents wanted to keep the <br />waterways for themselves. <br /> <br />Jean Gilmore of 387 Quay Lane lives next to the enclosure; wrote a letter of <br />support of the Stanford team; said they were not noisy and there were no <br />parking issues with the group; felt there was more noise from cars at the' <br />resta u ra nt. <br /> <br />Commission Discussion <br />Commissioner Swope asked Director Centeno if any conditions of the <br />revocable permit has been breached. Director Centeno stated that Stanford <br />University is still the contractor on the permit and the permit is specifically <br />for the enclosure, and none of that has not changed. Superintendent Hover <br />confirmed that the name change of the responsible party on the permit <br />needs to be approved by City Council. <br /> <br />Laverne Atherly explained the Architectural Design Board (AOB) was given <br />responsibility for reviewing lagoon requests as part of the CC&R's for the <br />Redwood Shores community. He stated that all property located west of <br />Shell Boulevard is the area under the AOB jurisdiction. Although appointed <br />by the Redwood Shores Community Association (RSCA), the AOB has <br />authority of the water and acts independently of the RSCA. <br /> <br />, " <br />, . <br />, , ," <br /> <br />. . <br />
