<br />"(c) <br /> <br />" (d) <br /> <br />" (e) <br /> <br />"(f) <br /> <br />"(g) <br /> <br />" (h) <br /> <br />" (i) <br /> <br />The time, duration and size of the temporary <br />street closure will not substantially disrupt <br />the orderly and safe movement of other traffic; <br /> <br />The temporary street closure is of a size or <br />nature such that it will not require the diversion <br />of so great a number of police officers of the <br />city to properly police the areas contiguous <br />thereto, so as to prevent normal police protection <br />to the city; <br /> <br />The concentration of persons will not unduly <br />interfere with proper fire and police protection <br />of, or ambulance service to, areas contiguous to <br />such street closure; <br /> <br />The temporary street closure will not interfere <br />with the movement of fire-fighting equipment en <br />route to a fire; <br /> <br />The temporary street closure will not unduly inter- <br />fere with the orderly operation of parks, hospitals, <br />churches, schools or other public and quasi-public <br />institutions in the city; <br /> <br />The applicant has provided reasonable means for <br />informing all persons listed in §33A.3(a) and all <br />persons participating in a temporary street closure <br />of the terms and conditions of such permit and the <br />applicable laws thereto; <br /> <br />The temporary street closure will not conflict with <br />or interfere with another temporary street closure <br />for which a permit has been granted. <br /> <br />Notice of Issuance or Denial. <br /> <br />Written <br /> <br />"Section 33A.11. <br /> <br />notice of the issuance or denial of a permit shall be provided <br /> <br />to the applicant within five days of receipt of an applica- <br /> <br />tion or as soon as practicable if received less than ten <br /> <br />days in advance of the proposed date of the temporary street <br /> <br />closure. <br /> <br />If a permit is denied, said written notice shall <br /> <br />state the reasons for denial. <br /> <br />Appeals Procedure. <br /> <br />Upon the denial of <br /> <br />"Section 33A.12. <br /> <br />a permit by the chief of police, the applicant may appeal <br /> <br />by filing the application within 72 hours or two city working <br /> <br />-5- <br />
