<br />safety and welfare of the people of the City require the <br /> <br />enactment of the provisions of this chapter. <br /> <br />"Section 27.11. <br /> <br />Words, <br /> <br />Terminology. <br /> <br />(a) <br /> <br />General. <br /> <br />phrases, or' terms not spec 1. f lca l1y definC'd here j n, and having <br /> <br />a technical or specialized meaning shall be defined as set <br /> <br />forth in the latest edition of "Standard Methods for the <br /> <br />Examination of Water and Wast.ewater", pub] ished '1:.1',/ the <br /> <br />American Pub lie Health Assoc i.ation, the American Wat.er Works <br /> <br />Association, and the Water Pollution Control Federation. <br /> <br />"Refer(~nces to \'\I'aste consti tuent.s and characterist:ics <br /> <br />shall have the meanings ascribeò thereto in the aforesaid <br /> <br />"Standard l:,ethods for the Examination of Wat.er and Waste- <br /> <br />water" I and m'2¡:)surements thereof shall bE' as set forth in said <br /> <br />publication, or as established by federal or state regulatory <br /> <br />agencies. <br /> <br />" (b) <br /> <br />§~ fie _pe f ~_n i t)-Q!.1 S . <br /> <br />The following words or <br /> <br />phrases wherever used in this chapter shall have the meanings <br /> <br />respectively ascribed thereto as follows~ <br /> <br />" (1) <br /> <br />Authority. <br /> <br />The South Bayside System Authority, a <br /> <br />public entity established by agreement between the Cities of <br /> <br />San Carlos, Belmont, and Redwood City, California, and the <br /> <br />Menlo Park Sanitary District, a California sanitary district, <br /> <br />any successor entity thereof, and the predecessor entity thereof, <br /> <br />to wit: <br /> <br />the Joint Powers Authority for the Strategic Consolida- <br /> <br />tion Sewerage Plan, a public entity established by agreement <br /> <br />between the Cities of San Carlos, Belmont, and Redwood City, <br /> <br />California. <br /> <br />" (2 ) <br /> <br />Building Sewer. <br /> <br />A sewer conveying wastewater <br /> <br />from the premises of a user to the sewerage facilities. <br /> <br />" (3) <br /> <br />Beneficial Uses. <br /> <br />Uses of the waters of the City or <br /> <br />State which may, or do require protection against quality degrada- <br /> <br />tion thereof, including, but not necessarily limited to, waters <br /> <br />used for domestic, municipal, agricultural, industrial, power <br /> <br />-2- <br />
