In the (~vent that the Director makes the fcregoing determind- tion, and the public property upon which such facilities or equipment an~ proposed to be con~:;trtK:t.:ed or installed is outside the City, the USt~r shall obtain permission for such installation or construction, an~ for the malntenancc and operation of such facilities or equipment, fD'ffi the governmental, agency having jurisdiction over Euch public property.
