sewerage service areas in which such connections are to be made, numbers of dwelling units to be served, type or use of structures to be served, and such other classification or criteria as may be deemed appropriate by the Council. "Section 27.133. Construction Costs. The Council shall establish by resolution a schedule of fees or charges to be imposed and levied upon all premises to be connected pursuant to the provisions of Article VI hereof to the sewerage facilities for which the City constructs or causes the construction of any extension, revision, or addition to the sewerage facilities from monies in the Sewer Fund or from any general funds of the City (including the proceeds of any bond issue for which the general credit of the City is obligated), which charges or fees shall be for the recovery of such costs by the City. The charges or fees authorized under this Section 27.133 shall be in addition to the connection fees authorized under Section 27.132. The charges or fees authorized in this Section 27.133 shall be in such reasonable amounts and based upon reasonable criteria as may be provided in the resolution estab- lishing such fees or charges. "Section 27.134. Application Fees; Administrative Costs. The Council shall establish by resolution a schedule of fees to be imposed upon and collected from applicants or users to defray the costs of processing and issuing the following permits or performing the following services: "(a) Storm water or groundwater drainage connection permit (§27.21).
