<br />"The revenues and sums deposited in the Sewer Fund <br /> <br />shall be used for the acquisition, construction, reconstruction <br /> <br />(including the extension or replacement of existing mains, <br /> <br />collector mains and trunk lines, and the enlargement or <br /> <br />construction of treatment plant facilities), maintenance, <br /> <br />management, operation and repair of the sewerage facilities; <br /> <br />the payment of bond interest and principle or charges due <br /> <br />on any bond issue (including facilities bonds, all or any <br /> <br />portion of the proceeds of which are used for the aforesaid <br />purposes); and for such other lawful purposes of the City as <br />the Council may provide from time to time. <br /> <br />"ARTICLE XI. <br /> <br />ENFORCEMENT. <br /> <br />Responsibility. <br /> <br />Except as expressly <br /> <br />"Section 27.150. <br /> <br />provided to the contrary in any article of this Chapter 27, <br /> <br />the primary responsibility for enforcement of the provisions <br /> <br />of this chapter shall be vested in the Director; provided, <br /> <br />however, that the Director shall be, and is hereby, authorized <br /> <br />and empowered to delegate his authority hereunder to such <br /> <br />officers, employees, or agents of the City or the Authority <br /> <br />as he shall designate; and, provided further, that field <br /> <br />inspectors or other employees of the Authority, upon written <br /> <br />certification thereof from the Authority to the Director, are <br /> <br />hereby authorized to act as enforcement agents of the City <br /> <br />for and on behalf of the Director with power to inspect and <br /> <br />issue notices for violations of the provisions of this chapter. <br /> <br />Notwithstanding the foregoing, all actual prosecutions for <br /> <br />violations of any of the provisions of this chapter (including, <br /> <br />without limitation, levying of fines, <br /> <br />termination of <br /> <br />service, revocation of permits, and civil and criminal court <br /> <br />actions) shall be the exclusive responsibility of the City. <br /> <br />-45- <br />
