San Carlos City Limits from 35 miles per hour to 30 miles per hour. A recent speed
survey performed on this segment resulted in an 85th-percentile speed of 34 mph.
Based on this 85th-percentile speed, staff recommends changing the speed limit to 30
mph. The recommended Ordinance will also delete the current designation of Emerald
Hill Road at a 30 mph speed limit, which will enact the prima facie speed limit of 25 mph
on this residential street. Both of these speed limit reductions are supported by nearby
residents.

The speed limits in the recommended Ordinance are determined upon the basis of
engineering and traffic surveys, are the most appropriate to facilitate the orderly
movement of traffic, and are reasonable and safe, as required by the California Vehicle
Code.

Alternative
Direct staff to revise the Ordinance to incorporate Council direction.

Fiscal Impact
Cost to replace or install speed limit signs should total less than $4,000. Funds are
available in the 2002-2003 Traffic Safety Fund.

Richard K.
