REPORT <br /> To the Honorable Mayor and City Council <br /> From the City Manager <br /> <br />July 15, 2002 <br /> <br />Subject <br />Urban Water Management Plan Amendment <br /> <br />Recommendation <br />Conduct a Public Hearing and approve Resolution amending the Urban Water <br />Management Plan <br /> <br />Background <br />The State of California's 1984 Urban Water Management Planning Act ("The Act") AB 797, <br />requires every urban water supplier providing water for municipal purposes to more than <br />3,000 customers, or supplying more than 3,000 acre feet of water annually, to prepare and <br />adopt an Urban Water Management Plan, the primary objective of which is to plan for the <br />conservation and efficient use of water. <br /> <br />Redwood City owns and operates a water utility that serves over 83,000 customers, <br />supplying 13,278 acre feet of water annually. Portions of the service area are outside the <br />City's corporate limits. Redwood City's first Urban Water Manaqement Plan ("the Plan") <br />was prepared in 1986 to comply with the legislative requirement. The Plan was updated in <br />1992 and in January 2002. <br /> <br />This Plan amendment includes all information necessary to meet the requirements of the <br />California Urban Water Management Planning Code, and must be adopted after public <br />review and hearing and filed with the California Department of Water Resources. The <br />amendment conforms water use projections to the recently completed Redwood City Water <br />Use Forecast, prepared by John Whitcomb, PhD, which the City Council accepted on July <br />1, 2002. The amendment also conforms the UWMP to the City's pending draft General <br />Plan Housing Elemeht up~latel pending draft Downtown Plan Environmental Impact Report, <br />and proposed developments west of Highway 101. <br /> <br />Staff will present a brief summary of the plan and its relationship to water supply planning <br />efforts during the Public Hearing on July 15, 2002. <br /> <br />Alternative <br /> If the Council chooses to refrain from adopting the Plan amendment and submitting it to <br /> the Department of Water Resources, Redwood City may then have conflicting land use <br /> and water supply documents upon which future planning decisions are made. Staff <br /> recommends that the Plan be amended as described. <br /> <br /> Fiscal Impact <br /> None <br /> <br /> <br />
