REPORT
To the Honorable Mayor and City Council

July 15, 2002

Subject
Authorize Recreation Vendor Payments Requiring Council Action because they exceed the
$10,000 expenditure limit

Recommendation
It is recommended that Council approve by motion the authorization of warrants for the
following contract instructors/companies providing recreation camps and classes:
Science Adventures, Sky Hawks Sports Academy, and Kidz Love Soccer.

Background
As part of our normal business, the Parks, Recreation and Community Services
Department enters into vendor agreements with approximately 50 instructors per
quarter to teach a variety of classes and camps advertised in the Redwood City
Activities Guide. In the proposed FY 2002-2004 budget, we estimate income from
these programs as well as the related expenses and reimbursement requests. These
three contractors are paid between 70-80% of the fees generated by registration, and
the City receives the remaining percentage as revenue. Based on our experience of
the participation levels with these three contractors, we can make a firm assumption
that each one will be paid over $10,000 during each fiscal year. We would like
authorization to pay these contractors over $10,000 for their services based on the set
percentage split that has been negotiated by the City.

Fiscal Impacts
Based on the terms of the vendor agreement payment only occurs as a reimbursement
of revenues received.

Corinne Centeno Chris Beth Ed Evere
Director Superintendent City Manager
