IREPORT To the Honorable Mayor and City Council

From the Cit~ Manager

July 15, 2002

Subject
Agreement for Professional Consultant Engineering Services for the Water
Infrastructure Geographic Information System.

Recommendation
Approve an agreement with Lynx Technologies, of Capitola, California, for providing
consultant engineering services for the Water Infrastructure Geographic Information
System, in an amount not to exceed $18,700.

Background
In the past seven years, Redwood City's water system record drawings (water utility
block book) have been converted from manually hand-drawn maps to computer aided
AutoCAD maps. The water utility block book has been updated on a semi-annual basis
since 2001, and is now ready for conversion into a Geographic Information System
(GIS) format.

Geographic Information System (GIS) is a database, which links the data associated
features with drawings in a computer generated graphic format. In the strictest sense, a
GIS is a computer system capable of assembling, storing, manipulating, and displaying
geographically referenced information, (i.e., data identified according to their locations).

The overall intent of this project is to convert all of the existing water block book
information into a GIS format. In other words, we will capture all relevant water network
features and annotation such as water main, valves, hydrants, pumps, and water tanks,
into the appropriate tables, and link this data with the associated features.

The key scope of professional serVices includes: > Database Design and Documentation
> Compile and Georeference Water System
;~ Adjust AutoCAD Annotation
~, Create Preliminary Network Topology
> Populate Feature Attribute Tables
~ Final Network ahd Theme'Creation

A complete copy of tl~e agreement is available for review in the City Clerk's office.
