IREPORT <br /> To the Honorable Mayor and .C..ity Council <br /> From the City Manager <br /> <br />July 15, 2002 <br /> <br />Subject <br />Agreement for Professional Consulting Services related to the City's Water Allocation <br />Program (WAP) <br /> <br />Recommendation <br />By Motion, authorize execution of an agreement with Kortech, Information Technology <br />Consulting of Redwood City, California, for providing professional consulting services to <br />assess the system architecture of the Water Allocation Program, in the amount not to <br />exceed $18,000. <br /> <br />Background <br />On May, 2001, the City implemented a Water Allocation Program (WAP) for all residential <br />water customers, to provide a "fair and equitable" way to distribute water during possible <br />future water shortages, taking into consideration the individual customer needs and their <br />conservation efforts. <br /> <br />On May 10, 2001, 19,000 surveys were mailed to all residential water customers asking <br />them to provide information regarding their household, in order to calculate their water <br />allocation based on their individual needs. In April, 2001, the City council approved an <br />agreement with Kortech for the development of a web-based survey data entry format to <br />give residential customers the ability to complete their WAP surYey on-line. Of the 19,000 <br />surveys mailed, fifty percent of the residential customers completed the survey with 15% <br />completed on-line. The water allocations were printed on the utility bills beginning in the fall <br />of 2001~ <br /> <br />The WAP software program was originally created in 1997 as a FoxPro database and was <br />updated to an Access format, prior to its implementation in 2001. The program has been <br />performing well but has limitations regarding the information available for customer support <br />and the ability to modify allocation criteria, perform analysis and prepare reports and <br />graphs. <br /> <br />Staff is now planning to enhance and improve the existing WAP software program to: <br />1 ) provide a higher level of administration of the program in preparation for a future water <br />shortage, 2) provide customer information screens for administrative staff to facilitate <br />interaction with customers, 3) expand the use of the web for'customer support and to <br />prepare for expansion of the program for other customer classes beyond the residential <br />classification. <br /> <br />Before we can proceed with the WAP sofbNare improvements it is necessary to perform a <br />WAP software architecture analysis and assessment; Kortech's scope of work for this <br />project will provide the analysis and identify recommended improvements to the software. <br />Staff plans to come back to the council with a plan and scope of work to implement the <br /> <br /> <br />
