REPORT To the Honorable Mayor and City Council <br /> <br /> From the City Manager <br /> <br />July 15, 2002 <br /> <br />Subject <br />Agreement for Professional Consulting Engineering Services - Chloramines Conversion <br />Study <br /> <br />Recommendation <br />By motion, authorize execution of agreement with Kennedy/Jenks Consultants, of Palo <br />Alto, California, for providing consultant services for the Feasibility Study of <br />Chloramines Conversion, in an amount not to exceed $77,300. <br /> <br />Background <br />The City Redwood City (The City) purchases all of its potable drinking water from the <br />San Francisco Public Utilities Commission (SFPUC). The SFPUC is planning to change <br />their drinking water disinfection method from chlorine to chlommines in the fall of 2003, <br />for the primary purpose of reducing the concentration of chlorine-related disinfection <br />byproducts in the water, and to conform with newly established federal disinfection by- <br />product regulations. <br /> <br />Redwood City is required to evaluate the impact of the planned conversion of the <br />drinking water disinfectant from chlorine to chlommines on the City's water distribution <br />system and storage facilities, and to identify needed facility improvements to prevent <br />water quality problems such as nitrification and bacterial counts. Redwood City is also <br />interested in the preparation of a chloramination monitoring program and a nitrification <br />prevention and control plan. <br /> <br />The study will be implemented according to the attached Exhibit "^" - scope of work, <br />and summarized below: <br /> <br /> Task 1. A distribution system assessment for chloramine conversion. <br /> Task 2. A storage facilities assessment for chloramine conversion. <br /> Task 3. Development of a water quality monitoring program. <br /> <br /> Task 4. A chloramine conversion water quality assurance plan. <br /> <br /> Task 5. ^ Feasibility Study report will be prepared summarizing the above. The <br /> Feasibility Study will first be prepared as a draf[ document and submitted to the <br /> <br /> <br />
