Adopt a motion authorizing the purchase of various sized meters from Invensys <br /> (formerly "Sensus") Metering Systems of Placentia, ~alifornia in the not to-exceed <br /> amount of $130,000. . <br /> <br />2. Waive the bidding requirements of the City of Redwood City Code, Chapter 2, Article 7, <br /> Section 2.76 by affirmative vote of at least five members of City Council on the grounds <br /> that strict compliance with the bidding requirements would not serve the p?blic interest. <br /> <br />Background <br />The purchase of new water meters is needed to facilitate the replacement of existing, older <br />type water meters and for the installation of additional water meters in new developments <br />throughout the City. The Sensus water meter is an American-made meter, which has been <br />the standard in Redwood City for the past 28 years. They have been found to be superior <br />in quality, durability and are guaranteed for 15 years to perform to American WaterWorks <br />Association accuracy standards. Invensys Metering Systems is the sole source vendor for <br />these water meters and the manufacturer sets the prices. <br /> <br />· The majority of all existing meters in the City's system are Invensys meters: Parts <br /> inventory, training and maintenance costs are kept to a minimum by the continued <br /> standardization of all water meters in the Redwood City water-system. <br /> <br />· Sensus water meters require minimum cost fo.r conversion to new "radio" meter reading <br /> technologies and to electronically interface with the Itron meter reading system, which <br /> Redwood City purchased and installed six years ago, and upgraded in November 1999, <br /> to be Y2K compliant. <br /> <br />Alternative <br /> Going out to bid for watermeters would not be cost effective since Invensys Metedng <br /> Systems discounts their meters to all government agencies. The added benefit is that this <br /> purchase continues the standardization established 26 years ago in Redwood City and will <br /> facilitate the conversion to the highly efficient radio meter reading. <br /> <br />Fiscal Impact <br />Funds in the amount of $130,000 for the purchase of water meters are available in the <br />pending Fiscal Year 2002/2003 Water Enterprise Fund - Operations & Maintenance <br />budget. <br /> <br /> <br />
