PROJECT TITLE: DUI/Occupant Protection Trailer AGENCY: Redwood City Police Dept. DUI Saturation Patrol

PROBLEM STATEMENT: Over the past three years, our department has noticed a steady increase in the number of
arrests of alcohol impaired drivers. As thc "DUI Arrest" chart below indicates, DUI arrests are on the rise. The Redwood
City Police Depa, h~ent has taken a "Zero Tolerance" approach to locating, evaluating and arresting alcohol impaired
drivers.
DUI Arre~s
1999 2000 2001
241 259 309

The department is one of 23 Police agencies m San Marco County that is actively revolved m the "Avoid the 23"
campaign, which is funded by the Office of Traffic Safety. Below, are the Department's arrests figures for the
Christmas/New Year "Avoid" campaigns. These figures also indicate a steady rise in DUI arrests. During the 2001
Christmas Holiday Campaign, I~edwood City Police led all other San Mateo County Police agencies with 74 arrests, a
72% increase over the previous year's arrest totals.
Avoid the 23 DUI Arrests
1999 2000 2001
34 43 74

During this same time period, traffic collisions involving impaired drivers stayed relatively the same, with the
year 2001 being the exccptiun. During the first two quarters of 2001, DUI related collisions (fatal and injury) are on the
rise. After the third and fourth quarters of 2001 are calculated, the collision total for 2001 could easily surpass previously
reported years. These accidents are occurring on various days of the week and times of the day, with no speci:fic trend
being established. Speed still continues to be the primary collision factor in a majority of these accidents. The
Department's speed enforcement over the past twelve months has increased by 11%.

Traffic Collisions
1999 2000 2001(1st & 2"d Quarter Only)
Dui Collisions 64 63 44

· Fatal 0 1 1
· Injury 23 22 14
· PDO 41 40 29
Total Collisions 1254 1233 512
· Fatal 0 1 2
· Injury 402 420 187
· PDO 854 812 323

The P, edwood City Police Depar~nent has also taken a significant step in seat belt and oecuparxt protection
enforcement. The Department generally estimated the publics compliance with the mandatory seat belt regulations as ~air.
During the year 2001 howev~, there was a 166% increase in citations for violation of seat belts. During the same time
frame, there was a 76% increase in the number of citations issued for child safety seat violations. With new child safety
seat requirements as of JanuaE, ~, 2002, these ii.cures of non-compliance could likely increase.

Seat belt / Occupant Protection
1999 2000 2001
Seat belt Citations 869 785 2092
Child Seat Citations 161 84 148
