<br />A. APPLI ¡;ABIUTY
<br />
<br />These ruleb and regulations apply to all røal property under the charge
<br />and contra of tne Postal Service, to all tenant agencies, and to all
<br />persons en ering or on such property. These rules and regulations shall
<br />be posted anCi ~ept PO$teð at a conspicuous place on all SuCh property.
<br />
<br />B. RECOF'DING PRESENCE
<br />
<br />Except as o'thelWise ordered. proper'ties must be closed to the public
<br />after norma business hours. Properties also may be closed to the public
<br />in emergen.:y situations and at suCh times as may be necessary for !tie
<br />orderly cor duct or business. Admission to properties when such
<br />properties Ire closed to tile public may be limited to authorized
<br />individuals who may be required to sign the register and display
<br />identificatior documents when reQuested by security force personnel or
<br />other author zed individuals.

<br />D. SPEQFI'; RESTRICTIONS
<br />
<br />1. DI#urba/ cas. Disorderly conduct, Or conduct which creates loud and
<br />unusual nols~, or whiCh obstn.aCI& the usual use of entrances. foyers,
<br />corridors, ofiices, elevators, stairways. and parking lots, or which
<br />otherwise tellds to impede or disturb the public employees in the
<br />peñormance ,f their duties. or which otherwise impedes or disturbs tile
<br />general publh: In transacting business or obtaining the services provided
<br />on property, I!: prohibited.

<br />2. Gambling PamcipatJng in games for money or other personal
<br />property, lt1e :¡peraUng of gambling devices, the conduct of iii 10Uery or
<br />pool. or the s<:lIIng or purchasillg of lottery tickets, is prohibited on postal
<br />premises. Ths prohibiUon does not apply to the vending Or exchange of
<br />state louery ücket$ at vending facilities operated by licensed I)lind
<br />persons when! such lotteries are authorized by slatll law,

<br />3. A/cohOIir; 9averages ana Drugs. A person under the innuence of an
<br />alcoholic bevE rage or any drug Which has been defined as a "controlled
<br />substance" m,¡y not entør pOstal property or operate a motor vehicle on
<br />postal proper:y. The possession, sale, or use of any .controlled
<br />substance" (e (cept when permitted by law) or the sale or use of any
<br />alcoholic beverage (eKcept as authorited by the Postmaster General or

<br />4. Sale of Tobacco Produats in Vending Machines. The sale of tobacco
<br />products in vending macþlnes located in or around postal property Is
<br />prohibited. The distribution of free samples of Iob8lcco products in or
<br />around postal property is also prohibited. The tenn 'tobacco producr
<br />means cigarøltes. cigars, litHe cigars, pipe tobacco. smokeless tobacco.
<br />snulf, and chewing tobacco.
<br />
<br />5, Sollclting.ElectlOl'lfJering, Collecting Debts. VendIng, and Advertising.
<br />Soliciting alms and contributions, campaigning for elecUon to any public
<br />office, collecting private deblS, commercial soliciting and vending, and the
<br />display or diSbibution of commercial adve"ising on postal premises are
<br />prohibited. This prohibiUon does not apply to:
<br />
<br />a. Commercial aCtivities performed under contract with the Postal
<br />Service or pursuant to the provisions Of the Randolph-Sheppard Act;
<br />
<br />b. Posting notices on bulletin boards as aulhoñzed in POSTAL
<br />OPERATIONS MANUAL 221.525;
<br />
<br />c. The solicitation of Postal Service and other federal military anCf
<br />civilian personnel for contributions by recognized agencies as
<br />authorized by the Manual on Fund RaisIng Wilhln the Federel
<br />Service issued under Executive Order 10927 of March 13. 1961.
<br />
<br />6. Depositing LIterature. The depositing or posting of hõlndbilla, llyers,
<br />pamphlelS, signs, posters. placards, or other Jilerature except official
<br />postal and other governmental notices and announcements on the
<br />grounds, walks, driveways, parking and maneuvering area. exteriors of
<br />building and other structures, or on the floors, walls, stairs, racks.
<br />counters, desks, writing tableS, window ledges, or furnishings. In interior
<br />public areas on postal premis8$ is prohibited. This prohibition dOes nor
<br />apply to:

<br />Except as prohibited by official signs or the directions of seevrity force
<br />personnel or other authorized personnel or a federal cou., Order or rule,
<br />photographs for news purposes may be taken In entrances, lobbies,
<br />foyers, corridors, or auditoriums when used for public meeting. Other
<br />photographs may be taken only With tile permission of the local
<br />postmaster Or installation head.
<br />
<br />B. Dogs and Other Mime/s. Dogs, except guide dogs, and other
<br />animals, shall not be brought upon property for other than official
<br />purposes.
<br />
<br />9. Vehlcvtsr and Pedestrian TflJffic
<br />
<br />a. Orivers of all vehicles in or on postal premisN shall drive in a
<br />careful "!'Iø safe manner OIt all times and shall comply with sigtlals.
