LocaJ land-use decisions, except as they may be affected by state-mandated county- <br />wide requirements, remain solely within the cognizant Agency jurisdiction. <br /> <br />Now, THEREFORE BE IT RESOLVED that the Member Agencies do hereby establish the entity to <br /> <br />be known as the Housing Endowment and Trust of San Mateo County (hereinafter referred to <br /> <br />herein as "HEAT-SMC") , to support and generate programs and funding that wiIJ result in <br /> <br />pelmanent additions to the workforce and affordable housing stock within San Mateo County, <br /> <br />and do hereby agree as follows: <br /> <br />1. <br /> <br />Purpose. <br /> <br />1.1 <br /> <br />This Agreement is entered into pursuant to the Act to provide for the exercise of <br /> <br />powers as provided therein, and to provide for the joint exercise of certain powers common to <br /> <br />the Member Agencies, operating through the Board of Directors for control, direction, and <br /> <br />administration. The purpose of this Agreement is to establish an organization that shall be <br /> <br />responsible for the joint fundraising, planning, adoption, financing, administration, review, <br /> <br />monitoring, enforcement, and reporting of certain workforce and affordable housing program <br /> <br />activities in San Mateo County. By entering this joint po\\'ers authority, the Member Agencies <br /> <br />earn economic benefits not realized when operating individually. Further, the establishment of <br /> <br />this joint powers authority provides for the economic viability and coordination of workforce <br /> <br />and affordable housing program financing and facilities throughout San Mateo County. <br /> <br />1.2. <br /> <br />HEAT-SMC shall be an entity which is separate from the parties to thjs agreement and <br /> <br />shall be responsible for the administration of this agreement. <br /> <br />Page 2 of ï <br />
