The placement of the proposed use on the subject parcels would, under the circumstances of the particular case, be detrimental to the health, safety, peace, morals, comfort, or general welfare of persons residing or working in the neighborhood, as established in Article 42 Section 3 of the Redwood City Zoning Ordinance.
