6. ORAL COMMUNICATIONS AND CONSENT CALENDAR <br />Elizabeth Travers alerted the Council that the Parks & Recreation Commission and <br />department are preparing to submit a revision of park rules which would destroy the <br />few rules in place to control large crowds generated every weekend at Stafford Park. <br />She referred to large bags of garbage being left to attract animals, large groups with <br />barbecues, people without permits, a large fire in the small children's area,. a truck on <br />the turf unloading tables, and alcohol on the premises. She asked when the Parks <br />and Recreation Commission and staff are going to assume responsibility of <br />monitoring the permits citing the ratio of parks to residents being lower than other <br />cities on the Peninsula. <br />Raegene Castle, President of Peninsula Self Help for Hard of Hearing People <br />(SHHH), representing 14% of the population, commended the City for making their <br />lives a lot better. She stated that the meeting room in the main library is looped, an <br />area for equipment storage is assigned, use of the meeting rooms at the Veterans <br />Center and library is afforded and allows the necessary outreach to the hard of <br />hearing community. She further stated that during the past two years membership <br />has doubled and continues to grow. A model program has been developed and is <br />going nationwide which would not have been possible without the City Council and <br />staff support. <br />Council Member Foust thanked Ms. Castle for her tireless work stating that she is the <br />model of what every community needs. <br />Janet Borgens clarified that the PAL building is actually in the Friendly Acres <br />Neighborhood. She thanked the City for the Community Improvement Grant Program <br />that funded the neighborhood picnic on the previous Sunday where great community <br />involvement occurred. She thanked the Fire Department, specifically, Dewey Duran <br />and Jason Blodgett, for assisting with the barbecue on their day off. <br />M/S Foust/Aguirre to waive reading of the Consent Calendar except the ordinances <br />by title, adopt the resolutions and the ordinances, and approve other items. Council <br />Member Foust submitted a revision to the minutes. The motion passed by a <br />unanimous roll call vote. <br />6.1 Section — Motions <br />A.
