ZT-2005-01 <br /> <br />RECOMMENDATION: <br /> <br />Recommend to the City Council adoption of the attached Zoning Ordinance <br />amendments (Attachment A). <br /> <br />BACKGROUND AND PROJECT DESCRIPTION: <br /> <br />The San Mateo Countywide Stormwater Pollution Prevention Program (STOPPP) <br />establishes a series of measures to minimize the discharge of pollutants into stormwater <br />runoff, thereby reducing the adverse impacts of pollutants on creeks and streams as <br />well as lagoons, marshlands, and ultimately San Francisco Bay and the Pacific Ocean. <br />Each municipality within San Mateo County, including Redwood City, is required to <br />implement the STOPPP performance standards in order to comply with the municipal <br />National Pollutant Discharge Elimination System (NPDES) permit #CASO029921. This <br />permit was issued by the San Francisco Bay Regional Water Quality Control Board's <br />Order No. 99-059 and was most recently amended by Order No. R2-2003-0023 of the <br />State Water Resources Control Board, in accordance with the federal Clean Water Act. <br />Policy and ordinance measures outlined in the Program include, but are not limited to: <br /> <br />. Reducing erosion and sedimentation in existing creeks, streams, lagoons, and <br />wetlands. <br />. Incorporating Best Management Practices (BMPs) and controls for new <br />development. <br />. Minimizing the amount of impervious surface. <br />. Drainage design and watershed planning. <br />. Protection and restoration of sensitive areas, Le., wetlands/riparian areas. <br /> <br />On August 9, 2004, the City Council adopted Chapter 27 A of the Municipal Code <br />(Attachment H) to provide basic requirements for stormwater treatment measures and <br />maintenance programs in response to the State permit requirements, particularly related <br />to provision C.3 outlining New Development and Redevelopment Performance <br />
