Final approval of any surface is subject <br />to the approval of the Engineering and Construction Division. <br />Parking areas and access drives may be designed and constructed of permeable <br />materials and permeable perimeter parking spaces are encouraged, subject to <br />the approval of the Planning Division and Engineering and Construction Division. <br />Where possible, drainage from parking areas and other impervious surfaces on a <br />site shall be directed to landscape areas or other permeable surfaces for <br />infiltration and/or detention of stormwater flows. <br />Where possible, best management practices shall be incorporated into parking <br />and landscape design to facilitate infiltration of stormwater prior to discharge from <br />a site. Techniques to treat stormwater include, but are not limited to, using wheel <br />stops rather than curbs to disperse drainage discharge, providing vegetated <br />swales between rows of parking and/or at the perimeter of parking lots, use of <br />permeable parking materials (hybrid parking lots) and creating parking groves <br />within a parking lot. These and other best management practices are outlined in <br />stormwater manuals, such as the "Start at the Source Handbook," prepared by <br />the Bay Area Stormwater Management Agencies Association (BASMAA)." <br /> <br />SECTION 25. That Article 32 (Supplementary Provisions), Section 32.9 (Open Space <br />Requirements) Subsection B of the Redwood City Zoning Code is hereby amended to <br />read as follows: <br /> <br />Sec. 32.9 Open Space Requirements. <br /> <br />"B. Usable open space may consist of outdoor area on the ground, in side or <br />rear setbacks (but not in any required front yard setbacks) or on any balcony, deck, <br />porch or rooftop which is designed and accessible for outdoor living, recreation, <br />pedestrian access or landscaping complying with the following provisions: <br /> <br />1. <br /> <br />Required parking areas and their driveways and required basic minimum <br />front yards shall not be included in computing usable open space; <br />Area included in computing common usable open space shall be <br />accessible to all units in common and no such required space shall be <br />less than three hundred (300) square feet in area and shall have no <br />dimension less than fifteen (15) feet; rooftop gardens and rooftop <br />landscaping, including rooftops aboye parking structures, may be used to <br />satisfy this requirement; <br />Private usable open space may be substituted for common usable open <br />space at a ratio of three (3) square feet of private open space for every <br />two (2) square feet of common open space required, provided such <br />element of open space either has an area of at least one hundred fifty <br />(150) square feet, with no dimension less than ten (10) feet, if located at <br />ground leyel, or an area of at least fifty (50) square feet, with no dimension <br />less than six (6) feet, if located above ground level; <br /> <br />2. <br /> <br />3. <br /> <br />AttylOrd/Ord.243 <br />110705 <br /> <br />15 <br />
