<br />.6./£-/ <br /> <br />REPORT <br /> <br />To the Honorable Mayor and City Council <br />From the Cit Mana er <br /> <br />November 14, 2005 <br /> <br />Subject <br />Agreement for Professional Consultant Engineering and Design Services for the <br />Redwood Shores Lagoon System Dredging Project. <br /> <br />Recommendation <br />Approve and authorize execution of agreement with Moffatt & Nichol Engineers of <br />Walnut Creek, California, for providing consultant engineering and design services for <br />Phase 1 of the Redwood Shores Lagoon System Dredging Project, in an amount not to <br />exceed $106,764.00. <br /> <br />Background <br />Circulation studies have been conducted by Redwood City over the past few years to <br />evaluate water quality of the Redwood Shores Lagoons. This past summer, Redwood <br />City hired a Hydrographic Surveyor to plot the depth of siltation that has accumulated <br />within the Lagoons. The Lagoons receive salt water from the Bay, and haye never <br />been dredged since they were constructed. The surveying has confirmed <br />sedimentation, which is adversely affecting the original designs of the Lagoons. <br /> <br />The purpose of this project is to develop a comprehensive strategy to remove silt build- <br />up, which affects the water quality and circulation capabilities of the Lagoon System. <br />City staff invited firms to present and describe their experience and ability to develop a <br />comprehensive dredging program that encompasses design, water quality, testing, and <br />permitting. The firm of Moffat & Nichol was selected because of their expertise in the <br />design and experience in successfully completing similar projects in other cities such as <br />Foster City. <br /> <br />To complete a Comprehensive Dredging Design, Moffatt & Nichol has proposed three <br />(3) phases as follows: <br /> <br />Phase 1 - Preliminary Design <br />Phase 2 - Permits & Bid Documents <br />Phase 3 - Construction <br /> <br />$106,764.00 <br />$ 84,000.00 <br />$ 14,000.00 <br /> <br />At this time, City staff recommends only assigning Phase 1, as Phases 2 & 3 are <br />subject to potential changes after the Preliminary Design is formulated. <br /> <br />Page 1 of 2 <br />
