<br />¿', /F- / <br /> <br />REPORT <br /> <br />To the Honorable Mayor and City Council <br />From the Ci Mana er <br /> <br />November 14, 2005 <br /> <br />Subject <br />Agreement for Professional Transportation Planning and Consultant Engineering <br />Services for the Traffic Impact Mitigation Fee Study Update - Fehr & Peers Associates, <br />Inc. <br /> <br />Recommendation <br />Approve and authorize execution of an agreement with Fehr & Peers Associates, Inc., <br />of San Jose, California, for providing Professional Transportation Planning and <br />Consultant Engineering Services for the Traffic Impact Mitigation Fee Study Update, in <br />an amount not to exceed $79,380.00. <br /> <br />Background <br />This agreement will engage consultant assistance in preparing the 5-year update of the <br />City's fee structure for funding of transportation improyements to mitigate the traffic <br />impacts of development, in compliance with state law and other legal requirements. <br /> <br />Proposals and statements of qualifications were solicited from three (3) firms known to <br />be well-qualified to perform said services. Only one of the three firms submitted a <br />proposal for said services, the firm of Fehr & Peers Associates, which is very well- <br />qualified to fulfill the City's needs to perform the Traffic Impact Mitigation Fee Study <br />Update. The consultant previously prepared the City's initial Traffic Impact Mitigation <br />Fee Study in 2000, and the City has since engaged the firm successfully for traffic <br />studies of several major deyelopment projects. <br /> <br />The proposed project scope of services includes: <br /> <br />1. Assisting staff with 5-year account report; <br />2. Updating land use growth and traffic projections for Redwood City; <br />3. Forecasting traffic impacts, and transportation capital projects and measures <br />needed to mitigate growth; <br />4. Coordinating improvement needs and funding related to City growth with those <br />related to regional growth; <br />5. Estimating traffic improvement related capital improvement costs, sources of <br />funds, and amount of fee; <br />6. Developing the nexus-based formulae for allocating costs to individual land use <br />types; <br />7. Evaluating fee variation, exemption, and credit allowance policies; and <br />8. Documenting analyses in a fee study report, for presentation to City Council. <br /> <br />Fehr & Peers Associates, Inc.'s proposal of $79,380.00 is a competitive and reasonable <br />fee for the transportation planning and engineering services required. <br />
