<br />¿: ð /1- / <br /> <br />REPORT <br /> <br />To the Honorable Mayor and City Council <br />From the City Manager <br /> <br />November 14, 2005 <br /> <br />Subject <br />Approval of two (2) California Integrated Waste Management Grant Applications for <br />upcoming Roadway Overlay and Sidewalk Repair Programs using Tire Derived Products, <br />and adoption of a waste reduction and recycling directive. <br /> <br />Recommendation <br />1. Adopt two separate resolutions: <br /> <br />a. <br /> <br />Approving the submission of a Tire-Derived Product (TDP) Grant Program <br />Application for Roadway Resurfacinq in the amount of $100,000, and <br />designating the City Engineer as the authorized representative for the City to <br />sign Grant Applications. <br /> <br />b. <br /> <br />Approving the submission of a Tire-Derived Product (TDP) Grant Application for <br />Rubber Sidewalk Modular Payinq in the amount of $100,000, and designating <br />the City Engineer as the authorized representative for the City to sign Grant <br />Applications. <br /> <br />2. <br /> <br />Adopt a Waste Reduction and Recycling Directive as shown in Exhibit "A", attached <br />hereto and incorporated herein. <br /> <br />Background <br />The City of Redwood City is eligible to apply for the California Integrated Waste <br />Management Board's (CIWMB), Tire-Derived Product Grant Program. The CIWMB, under <br />the California Environmental Protection Agency is sponsoring this Grant Program to divert <br />or re-use tires that are classified as waste in California dump sites. To aid in the reduction <br />of waste tire material, funds of up to $7 million will be made available to California cities. <br />Each city may qualify for up to $100,000 for respective programs. <br /> <br />Each year the City's Engineering & Construction Services performs roadway resurfacing <br />programs to maintain the quality of our asphalt pavement. Currently the City's roadways <br />are among the best in the Bay Area. The design target goal for ~iscal Year 2005-2006, is <br />to resurface 10 miles of roadway. Of the 10 miles, seven miles could utilize rubberized <br />recycled material. The first grant we are applying for will re-use 8,000 to 10,000 used tires. <br /> <br />',- <br /> <br />The second grant submittal is for the City's Annual Sidewalk Repair Program, managed by <br />the Public Works Services Department.
