MEMORANDUM <br />COMMUNITY DEVELOPMENT DEPARTMENT <br />DATE: February 16, 2018 <br />TO: Saber Sarwary, City Engineer <br />FROM: Kevin Fehr, Senior Civil Engineer 0 <br />SUBJECT: Contract with CSG Consultants, Inc. for Construction Inspection Services <br />Background <br />The Engineering Division has full time staff positions available for two engineering construction <br />inspectors. These inspectors regularly inspect the City's capital improvement projects and utility permit <br />projects performed by private utility companies. At this time, one position is filled, and the other has <br />been vacant during a recruitment for a second full time staff position. Due to the high volume of capital <br />improvement projects under construction, the need for construction inspection continues to be high <br />during this temporary vacancy and a contract for construction inspection services has been created to <br />fill this gap while recruitment fills the position. <br />On December 13, 2017, the RFP for Construction Inspection Services was circulated to the eight firms on <br />the Engineering & Transportation Division's pre -qualified consultant list for this type of work. On Friday, <br />January 5, 2018, five proposals were received. <br />After review of the proposals and interviews with two firms selected to move forward in the process, <br />staff selected CSG Consultants, Inc. as the most qualified firm to provide construction inspection <br />services. <br />Analysis <br />The agreement is proposed not -to -exceed $57,200, which covers 11 weeks of time for an inspector to <br />provide construction inspection services. To achieve a cost savings amongst several ongoing projects, <br />three capital improvement projects and utility permits were identified as needing construction <br />inspection services under this agreement. Costs will be shared amongst the different capital <br />improvement project and utility permit cost recovery accounts based on the actual time spent on each <br />by the proposed inspector. <br />The agreement budget will allow construction inspection services to begin in late February, 2018 and <br />conclude in approximately mid-May, 2018; at that time, the recruitment for a second full time staff <br />position should be concluded. <br />Page 1 of 2 <br />
