Section 3. Planned Community Permit (PC2016-003): The proposed Project <br />includes medical office development, an underground parking garage and related on-site <br />improvements. Offsite improvements and other implementation measures are included in <br />the project consistent with the requirements of the Kaiser Precise Plan. The Planned <br />Community Permit requires the following findings: <br />1. The application implements the adopted Precise Plan; and <br />2. The establishment, maintenance or operation of the use will not, under <br />circumstances of the particular case, be detrimental to the public health, safety or <br />welfare of persons residing or working in the neighborhood of the proposed use, or <br />the property and improvements in the neighborhood, or the City. <br />The project implements the Precise Plan, as described in the analysis section as it meets <br />the purpose and complies with the development standards, with the exceptions permitted <br />in the Planned Development Permit. The use is consistent with the Precise Plan and the <br />Addendum to the Kaiser EIR did not identify any environmental impacts that would be <br />detrimental to the adjoining uses. The Planning Commission finds that, with the Conditions <br />of Approval (Exhibit A), the project is consistent with the Precise Plan goals, development <br />standards, and urban design guidelines. <br />Section 4. Planned Development Permit (PD2017-008) The project requires <br />approval of a Planned Development Permit for the following deviations from standards: (1) <br />a setback exceeding 20 feet along Marshall Street and (2) Parking space dimensions and <br />distance from supporting posts. <br />The Planned Development requires the following finding: <br />1. Permit Finding. Decisions regarding a Planned Development Permit shall be based <br />upon the purpose statement in this section. The design and construction quality <br />contained in all aspects of the development plan is expected to exceed the quality <br />standards typically required for new developments located in similar zoning <br />districts. <br />Findings for Modifications to Development Standards. Modifications may be <br />granted if it is determined that the proposed development will provide an <br />environment of physical and functional desirability, in harmony with the character <br />of the surrounding neighborhood or district.gs: <br />Setback. This set-in is minor and does not interfere with the overall presence of the <br />building at the street. Staff recommends approval of this minor variation through the <br />Planned Development Permit as the design is consistent with the overall intent of the <br />Precise Plan and is allows for building functionality while maintaining the relationship of <br />the building to the street. <br />Parking Space Dimensions.
