7.A - Page 22 <br />personnel in order to prevent common injuries; workstation upgrades and equipment for <br />identified high-risk work environments; and enhanced internal communication and <br />training on safety and worker's compensation procedures, including a Citywide safety <br />committee and on-site office hours for the workers' compensation analyst at public safety <br />departments. <br />Workers' Compensation <br />Managing costs associated with workers' compensation remain challenging. Over the last <br />five fiscal years, City costs have been volatile, but have continued to increase. Because <br />the cost is incurred when settlement occurs, rather than when the injury occurs, year over <br />year comparisons of workers' compensation costs may not reflect efforts to reduce <br />injuries and better manage claims. <br />Based on recent actuarial analysis, the projected losses for workers' compensation claims <br />for FY 2018-19 have increased by approximately $1.0 million. The majority of the increase <br />in projected losses is due to a larger -than -expected increase in total payroll for FY 2016- <br />2017. When adjusted for payroll, the projected loss rate has remained high, but stable. <br />In addition to a continued focus on effective claim management and return -to -work <br />programs, staff is continuing to enhance and expand health, safety and wellness <br />programs with a focus on public safety personnel. The Fire Department is in its second <br />year of its enhanced annual health screening programs, and has implemented a fitness <br />program focusing on core strength training specific to the physical demands of firefighting, <br />EMT and paramedic work in order to prevent common injuries such as strains, sprains, <br />and spine and joint injuries. Currently, a staff committee is developing an enhanced <br />health -screening program for police personnel to be implemented next fiscal year. <br />In addition, the City will be implementing an updated citywide Injury and Illness Prevention <br />Plan this fiscal year, which will include enhanced safety training and monitoring specific <br />to the operations of each department. <br />General Liability (Risk Management) <br />Efforts are currently underway to create a citywide Risk Management Action Plan to <br />evaluate the City's current programs, and establish goals and training priorities to mitigate <br />costs associated with general liability tort claims. Over the long-term, this will provide <br />some degree of insight into how well the City is managing its risks and assist in creating <br />a baseline for measuring trends and progress. <br />Potential Effects of Federal Tax Reform <br />On December 22, 2017, H.R. 1, most commonly known as the "Tax Cuts and Jobs Act of <br />2017," was signed into law and became effective on January 1, 2018.
