EXHIBIT "A" <br />SCOPE OF SERVICES <br />Background <br />Currently, Redwood City collects impact fees on new residential development to fund <br />affordable housing projects. The city is potentially interested in switching to <br />inclusionary zoning as an alternative. When developing an inclusionary zoning <br />program, there are several key considerations: <br />1. What percent of units should be set aside as affordable? <br />2. What income level should these units be targeted at? Is this different for <br />ownership and rental? <br />3. What should the in lieu fee be set at? <br />4. Should small projects be treated differently? <br />5. Is there a phase in period or should the requirements be effective immediately? <br />6. How does the program work with the California density bonus program? <br />There are a number of other less important considerations (length of <br />affordability, design standards for affordable units, etc.) that will not be <br />addressed in this proposal. <br />Proposed Scope of Work <br />Consultant is available to help Redwood City answer the above questions. Housing <br />market data will be provided by Century Urban, a real estate investment firm. <br />Consultant Proposes to divide the work into the following steps: <br />1. Project initiation call - Team members discuss the goals of the project <br />and initial assumptions. <br />2. Market research - Century Urban will conduct original market research to <br />develop assumptions for three prototypes. Consultant will model these <br />developments using the Inclusionary Housing Calculator. <br />3. Discussion of results - At an in person meeting, the project team will discuss <br />the results and the implications of those findings. The model will be adjusted <br />during the discussion to analyze various scenarios. Collectively, the city and <br />the consultants will develop recommendations for the six questions posed <br />above. <br />4.
