DRAFT | 2 march 201813III SITE ASSESSMENTSITE 01: WINSLOW STREETOpportunitiesConstraints• Adjacency to Caltrain station and new mixed-use development• Inside city core• Location has potential to expand downtown core• Medium-size scale will accomodate a variety of activities and character.• Blank adjacent frontage to North (no eyes on street)• Winslow Street edge has limited pedestrian activity• Displaces downtown parking• Potential elimination of up to 46 parking spaces. • Competing city development needs (ie, affordable housing development)The connection of the site to transit lines and public plaza space is a positive attribute, yet there are few “eyes on the street” here, with many businesses surrounding the site closing after business hours. This site is surrounded by mainly retail, commercial, and offi ce buildings, which can contribute to its success during the day, and possibly at night. This Site is centrally located, and near a hub of activity in the Downtown Core. Its location could also serve as an anchor to the adjacent mall and transit line, creating a new destination within downtown. Although there is no housing or active frontage immediately surrounding this site, it has some adjacency to active frontages that could potentially activate the site if it were programmed correctly (ie, adjacent restaurant opening to park).
