RESOLUTION NO. p2369 <br />RESOLUTION APPROVING PORT SECURITY GRANT PROGRAM <br />(PSGP) POLICY AND PROCEDURES MANUAL OF THE PORT OF <br />REDWOOD CITY AND RESCINDING ALL PRIOR POLICIES IN <br />CONFLICT THEREWITH <br />WHEREAS, the U.S. Department of Homeland Security's Federal Emergency <br />Management Agency (FEMA) conducted an on-site review of the Port of Redwood <br />City's ("Port") Port Security Grant Program (PSGP) grants that were awarded for <br />Fiscal Years 2013 and 2014; and <br />WHEREAS, FEMA's review was conducted in accordance with the Code of <br />Federal Regulations, Office of Management and Budget (OMB) Circulars, a program <br />guidance; and <br />WHEREAS, FEMA also reviewed the Port's accounting system, documented <br />policies and procedures, disbursements, and expenditures charged to the grants; <br />and <br />WHEREAS, after their review, FEMA requested that the Port adopt and <br />implement a formal written PSGP Grant Policy and Procedures Manual to be in <br />compliance with FEMA's federal financial regulations; and <br />WHEREAS, FEMA reviewed and approved the Port's proposed PSGP Policy <br />and Procedures Manual; and <br />WHEREAS, request is now made that the Port's proposed PSGP Policy and <br />Procedures Manual be approved by the Board of Port Commissioners of the City of <br />Redwood City. <br />NOW THEREFORE, <br />BE IT RESOLVED BY THE BOARD OF PORT COMMISSIONERS OF THE <br />CITY OF REDWOOD CITY, A MUNICIPAL CORPORATION OF THE STATE OF <br />CALIFORNIA, AS FOLLOWS: <br />1. The City of Redwood City, acting by and through its Board of Port <br />Commissioners, approves the Port's PSGP Policy and Procedures Manual and <br />declares that the Port Executive Director or his/her designee, is hereby authorized <br />Reso 254 FXS <br />
